The Council of the city of Oakwood, Ohio met in a work session on Monday, August 19, 2024 in the second-floor meeting room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.
Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Rob Stephens, Leigh Turben and Healy Jackson. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques. Also attending portions of the meeting were Public Safety Director Alan Hill, Public Works Director Doug Spitler, John Minear and Bob Downing with the Montgomery County Solid Waste District, James Hoffer with The Foodbank and Director Bob Green with the Tactical Crime Suppression Unit (TCSU).
Mayor Duncan called the work session to order at 5 p.m.
Montgomery County Environmental Services and the Food Bank
Mr. Klopsch commented on the following: Oakwood Rotary Household Hazardous Waste (HHW) Program; Green Waste Recycling; Co-mingled Recycling; Cardboard Recycling; Styrofoam Recycling; Residential Solar Power Installations; and Native Landscaping. He then introduced Bob Downing, John Minear and James Hoffer. Mayor Duncan asked all others in the room to introduce themselves. Thereafter, the following three presentations were made:
- Landfills in the U.S., Ohio and regionally. Presentation by Bob Downing.
- State of recycling in the U.S. and locally, and the Hefty ReNew Orange Bag Program. Presentation by John Minear.
- Food Waste Recovery and Resource Program. Presentation by John Minear and James Hoffer.
A general discussion ensued on the three topics above and how they impact Oakwood and Montgomery County.
At 6:35 p.m., Mayor Duncan thanked Mr. Downing, Mr. Minear, Mr. Hoffer and Mr. Spitler for attending the meeting and engaging in the discussion. All four gentlemen departed the meeting.
At 6:40 p.m., Public Safety Director Alan Hill and TCSU Director Bob Green joined the meeting.
TCSU Update
Executive Director Green provided a briefing on the TCSU organization and recent cases. The discussion included the work of Detective Kasey Ballinger; a recent incident in the 200 block of Harman Boulevard; the use of Flock mobile surveillance cameras; and recent incidents at the Fuyao auto glass plant.
The TCSU discussion ended at 7:40 p.m.
