Oakwood City Council Work Session
June 3, 2024

The Council of the city of Oakwood, Ohio met in a work session on Monday, June 3, 2024 in the conference room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Rob Stephens, Leigh Turben and Healy Jackson. Staff in attendance were City Manager Norbert Klopsch and Law Director Rob Jacques. Also attending was Tim Riordan, retired Dayton City Manager and now Oakwood resident.

Mayor Duncan called the work session to order at 6:30 p.m. and reviewed the agenda for the regular session this evening. Thereafter, he led a discussion on the following work session agenda items:

  • STATUS REPORTS: None scheduled.
  • VISITORS: None scheduled.
  • LEGISLATION: Council discussed the following legislation scheduled for presentation at the regular session this evening:
    • An Ordinance to prohibit adult-use cannabis operators from operating within the city of Oakwood, Vice Mayor Byington.
    • An Ordinance to amend the sign regulations of the Zoning Code, Vice Mayor Byington
    • An Ordinance to provide a supplemental appropriation for additional concrete road repair costs, Vice Mayor Byington
  • STAFF REPORT: Mr. Klopsch noted that Leisure Services Director Carol Collins will deliver a PowerPoint presentation at the regular session this evening.
  • COUNCIL COMMITTEES
    • Planning & Zoning, Vice Mayor Byington
      • 320 Shafor Boulevard: Mr. Jacques provided an update on the status of property maintenance violations at 320 Shafor Boulevard.
      • Property Maintenance: Mr. Klopsch commented on the city-wide inspection recently completed to identify property maintenance violations. Mr. Jacques reported on property maintenance citations pending before the Oakwood Municipal Court.
    • Public Properties, Mrs. Turben
      • Master Plan for City-owned Property: Mr. Klopsch noted that the June 17 work session agenda will include preliminary discussions on the planned 2025 study of city-owned property.
      • 1313 Far Hills Avenue: Mr. Klopsch and Mr. Jacques reviewed plans for selling the city-owned property at 1313 Far Hills Avenue. Consistent with council-adopted legislation, the property is designated for reuse as the site of a single family home.
