Job Title: Wildfire Mitigation Program Manager

SUMMARY

Under general direction of the Deputy Director of Emergency Management and Fire Chief, the Wildfire Mitigation Program Manager will be responsible for the development, operation, and administration of programs and projects that support the City’s Wildfire Prevention and Protection Action Plan and the Marin Wildfire Prevent Authority’s goals and annual work plan. This classification directs and supports program staff involved in the wildfire prevention and mitigation programs that include defensible space, vegetation management, and open space management. The Wildfire Mitigation Program manager represents the Cit of San Rafael and San Rafael Fire Department in regular interaction with Marin Wildfire Prevention Authority staff, City contractors, various jurisdictional fire and parks agencies. The Wildfire Mitigation Program Manager assures all City projects adhere to environmental laws, regulations, and best practices, in addition to performing other duties as assigned.

This position is distinguished by the significant level of responsibility to collaborate both internally with City staff, as well as externally with the City’s many partner agencies, in addition to community leaders, business executives, and residents. This position’s duties combine technical expertise and organizational skill and require a level of independent decision-making in the development of programs. This position will supervise a combination of regular full-time, fixed-term, and temporary/seasonal employees.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Under the general direction of the Deputy Director of Emergency Management and Fire Chief, plan, organize, and direct the activities of the Wildfire Mitigation Team
  • Effectively lead the strategic and tactical implementation of the San Rafael Wildfire Prevention and Protection Action Plan, MWPA annual workplan, and key components of the Community Wildfire Protection Plan (CWPP)
  • Develop and maintain professional relationships and partnerships with community and government stakeholders and agencies including but not limited to the MWPA, Marin County Fire, Marin County Parks, Cal Fire, and local fire departments/districts, and other land owners. Represent the City and Fire Department in meetings and at professional conferences.
  • Manage San Rafael’s portion of the Marin Wildfire Prevention Authority budget (currently about $4 million annually)
  • Perform administrative functions including budgeting, data tracking and analysis, report writing, timesheet review, and similar functions
  • Provides expert guidance relating to land management, environmental compliance, open space health, and wildfire risk reduction. Specifies designated methods for vegetation removal or retention; assures compliance with all laws, environmental regulations, and best practices.
  • Develops and administers fuels treatment contracts including working with contractors to ensure compliance with contract provisions and specifications; monitoring project costs; and administering contract change orders
  • Execute the policies and goals through the management of operations, people, and their work.
