MINUTES

The Council of the city of Oakwood, Ohio, met in a work session on Monday, April 3, 2023 in the second-floor meeting room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Leigh Turben. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan called the work session to order at 6:30 p.m. and reviewed the agenda for the regular session this evening. Thereafter, he led a discussion on the following agenda items:

• STATUS REPORTS: Council discussed the following status reports that are scheduled for the regular session this evening:
  • Oakwood Public Safety Department: Mayor Duncan shared that he will comment on the services of our Oakwood Public Safety Department, and some recent events.
  • PSO Swear-in: Mayor Duncan mentioned that he will administer the Oath of Office to Public Safety Officer Joe Dues. Chief Hill will introduce him.
  • Citizen Committee Appointments: Mayor Duncan noted that he will call for a vote at the regular session this evening to make several reappointments and appointments.
  • Proclamation recognizing April as “Fair Housing Month:” Mayor Duncan shared that he will read the proclamation.
  • Proclamation recognizing the week of April 23 as “Arbor Week:” Mayor Duncan shared that he will read the proclamation.
• VISITORS:
  • Oakwood Inclusion Coalition 2022 Annual Report: Mayor Duncan mentioned that Judy Cook, former mayor and vice chair of the OIC, will report on the organization's activities over the last year at the regular session this evening.
  • Pinwheels for National Child Abuse Awareness: Mayor Duncan noted that Oakwood resident Terri Jones, a volunteer with CARE House, will say a few words about the work of CARE House and the 2023 pinwheel project.
• LEGISLATION: Council discussed the following items of legislation scheduled for the regular session this evening:
  • An Ordinance to Proceed with the 2024 Street Lighting Program, Mr. Stephens
  • An Ordinance to levy special assessments for the 2024 Street Lighting, Mr. Stephens
  • An Ordinance to Proceed with the 2023 Sidewalk Repair Program, Mr. Stephens
  • An Ordinance adopting the 2024 tax budget, Vice Mayor Byington
  • A Resolution to approve an opioid settlement agreement, Vice Mayor Byington
• STAFF REPORT: Mr. Klopsch noted that Engineering and Public Works Director Doug Spitler will deliver a PowerPoint presentation at the regular session this evening.
• AN OAKWOOD MOMENT: Mr. Stephens shared that he will present the “Oakwood Moment” at the regular session highlighting Oakwood Rotary.
