MINUTES

The Council of the city of Oakwood, Ohio, met in a work session on Monday, April 2, 2018 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan opened the work session at 6 p.m. and asked for a motion to go to executive session for conference with attorney. Motion by Vice Mayor Byington; second by Mrs. Hilton. Upon viva voce vote, motion passed.

At 6:35 p.m., Mayor Duncan closed the executive session and opened the work session. The work session began with an overview of the agenda for the regular session this evening. Thereafter, Mayor Duncan led a discussion on the following agenda items:

• STATUS REPORTS:
  • Shafor Park Tennis Court Improvements: Council discussed the Shafor Park Tennis Court Project. Mayor Duncan explained his intention to deliver a status report on this project during the regular session this evening. That status report will involve providing a summary of the planning that took place in developing the tennis court and parking lot design. It will also include a summary of the public outreach efforts, and a series of comments in response to issues raised by twelve Oakwood citizens at the March 12, 2018 council meeting.
• LEGISLATION: Council discussed the following six items of legislation on the regular session agenda this evening:
  • An Ordinance to proceed with the 2019 Street Lighting Program, Mr. Stephens
  • An Ordinance to levy special assessments for the 2019 Street Lighting, Mr. Stephens
  • An Ordinance to proceed with the 2018 Sidewalk Repair Project, Mr. Stephens
  • An Ordinance to levy special assessments for the 2017 Sidewalk Repair Project, Mr. Stephens
  • An Ordinance adopting the 2019 tax budget, Vice Mayor Byington
  • An Ordinance to establish procedures and standards for Small Cell Wireless Facilities and Wireless Support Structures, Vice Mayor Byington
• STAFF REPORT – PUBLIC WORKS DEPARTMENT
  • Mayor Duncan confirmed that Mr. Klopsch will deliver a report on the Public Works Department at the regular session this evening.
• COUNCIL COMMITTEES
  • Planning & Zoning, Vice Mayor Byington
    • Small Cell Antenna Design Guidelines: Mayor Duncan noted that Council will do a first reading of the small cell legislation this evening. Mr. Klopsch mentioned that Mr. Jacques will give a PowerPoint presentation on the design guidelines at the April 23 work session, and again at the May 7 regular session. Mr. Jacques noted that the State will likely pass the new small cell antenna law sometime over the next month or so, and the law will likely be effective sometime this summer. The small cell design guidelines were developed in cooperation with numerous local jurisdictions in an effort to establish a consistent approach to regulating these new antennas that will be located in public rights-of-way.
