OAKWOOD CITY COUNCIL WORK SESSION
MAY 7, 2018
The Council of the city of Oakwood, Ohio, met in a work session on Monday, May 7, 2018 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided.
Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.
Mayor Duncan opened the work session at 6:30 p.m. and began the meeting by reviewing the agenda for the regular session this evening. Thereafter, Mayor Duncan led a discussion on the following agenda items:

STATUS REPORTS:
- Proclamation recognizing May as “Motorcycle Awareness Month”. Mayor Duncan noted that he will present a proclamation at the regular session this evening recognizing May as “Motorcycle Awareness Month”.
- VISITORS: Mayor Duncan mentioned that there are no visitors scheduled for the regular session this evening.

LEGISLATION: Council discussed the following legislation scheduled for the regular session this evening:
- An Ordinance to amend 2018 appropriations, Vice Mayor Byington
- An Ordinance to levy special assessments for the 2019 Street Lighting, Mr. Stephens
- An Ordinance adopting the 2019 tax budget, Vice Mayor Byington
- An Ordinance to establish procedures and standards for Small Cell Wireless Facilities and Wireless Support Structures, Vice Mayor Byington
- A Resolution designating areas for underground or buried utilities, Vice Mayor Byington
- STAFF REPORT: Mr. Klopsch mentioned that Finance Director Cindy Stafford will give a staff report at the regular session this evening. Her presentation will focus on 2017 year end finances and 2018 financials through April 30. She will also comment on the audit of 2017 financial records.

Finance, Vice Mayor Byington
- 2017 Audit: Mr. Klopsch mentioned that all field work for the 2017 Audit has been completed and that the city anticipates an unqualified “clean” opinion.
- May 24 BRC Meeting: Mr. Klopsch confirmed that the Budget Review Committee meeting is scheduled for 5:30 p.m. on Thursday, May 24.

Planning & Zoning, Vice Mayor Byington
- Food Truck Regulations: Mr. Klopsch explained that City Ordinances currently do not address the use of mobile food trucks in Oakwood. Mr. Jacques provided an overview of a draft ordinance scheduled for a first reading at the June 4 council meeting. It addresses the rules under which mobile food trucks may operate in Oakwood, including the permitting process.
