MINUTES

The Council of the city of Oakwood, Ohio, met in a work session on Monday, October 1, 2018 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques. Also attending for the discussion on the Utility Web Portal item was Finance Director Cindy Stafford, CPA.

Mayor Duncan called the meeting to order at 6:30 p.m. and began by reviewing the agenda for the regular session this evening. Thereafter, Mayor Duncan led a discussion on the following agenda items:

• STATUS REPORTS: Mayor Duncan noted that there are no scheduled status reports for the regular session this evening.
• VISITORS: Mayor Duncan mentioned that the following two visitors will brief City Council at the regular session this evening:
  • Regional Trails and Bikeways – Matt Lindsay, Manager, Environmental Planning, MVRPC
  • Ohio Legislative Updates, State Representative Jim Butler
• LEGISLATION: Council discussed the following two resolutions on the regular session agenda this evening:
  • A Resolution approving the Solid Waste Management Plan of the Montgomery County Solid Waste Management District, Mr. Epley
  • A Resolution expressing Council's Opposition to State Issue 1, Mayor Duncan
• STAFF REPORT: Mayor Duncan confirmed with Finance Director Cindy Stafford that she will deliver a staff briefing at the regular session this evening.
• COUNCIL COMMITTEES
  • Planning & Zoning, Vice Mayor Byington
    Sign Ordinance: Mr. Klopsch reported that the new information sign is now installed in front of the Community Center at the corner of E. Schantz Avenue and Patterson Road. Staff is reviewing the sign code to identify changes needed to accommodate the new style of computer-generated signs. Any proposed zoning code changes will first be presented to the Planning Commission for a recommendation.
  • Public Utilities/Waterworks/Sewer, Mr. Epley
    Utility Web Portal: Finance Director Cindy Stafford briefed Council on plans to enhance the options for paying city utility and tax bills. The new system would utilize latest technologies to provide citizens with additional payment options. The cost of the new system is approximately $3,000 annually. It is anticipated that $10,000 – 15,000 in current expenses can be eliminated as citizens begin to use the new automated systems. Mrs. Stafford also mentioned that she recently completed the required annual training on investment management. This training is required by the Ohio Treasurer's Office through the Center for Public Investment Management. At the conclusion of her comments, Mrs. Stafford departed the meeting.
