THE MINUTES OF THE MEETING OF THE BOARD OF HEALTH, CITY OF OAKWOOD, STATE OF OHIO

The meeting was conducted on Tuesday, May 23, 2023 in the council chamber at the Oakwood City Building, 30 Park Avenue, and was also accessible via Zoom.

Attending in person were:

Norbert Klopsch, Administrator/City Manager

Attending via remote teleconference was Mrs. Diane Scott, R.N., Member and Mayor Bill Duncan, President.

Excused absent was Dr. Elizabeth Maimon, DVM, M.P.H., Member.

Dr. Denka called the meeting to order at 5:30 p.m. and led a discussion on the following agenda items:

Minutes of Previous Meetings: Dr. Denka asked that the minutes of the March 28, 2023 meeting be reviewed. There being no requested edits, a motion to approve was made by Dr. Coyne and seconded by Mrs. Scott. Upon viva voce vote, the motion passed and the minutes were approved.

Report from Chair: No report.

Report from Environmental Health Director: Matt Tyler, REHS, Environmental Health Director, commented on the following item:

  • PHDMC Mosquito Program: This program protects Montgomery County from mosquito-borne diseases. Through regular trapping and species identification, the local mosquito population is monitored, tested, and controlled.

Mr. Klopsch noted that the decision to spray for mosquitos is left up to individual homeowners in Oakwood. The city always promotes personal protective measures to avoid mosquito bites.

Report from Board Administrator/City Manager: Mr. Klopsch commented on the following items:

  • New Board Member: Mr. Klopsch welcomed Dr. Elizabeth Hardy, Ph.D., to the Oakwood Board of Health. Dr. Hardy is a clinical psychologist.
  • Gardner Pool Improvements: Gardner Pool opens on Saturday, May 27. All pool inspections will be completed accordingly. The Gardner Pool deck was completely replaced over the past eight months. The city plans to install a pool liner in 2024. After that project, the entire facility will be renewed.
  • Infant Fatality: One of Oakwood's newest public safety officers recently responded to a medic call that resulted in an infant fatality. The autopsy is pending.
  • Telford Avenue Traffic: An Oakwood resident attended the May 1 Council meeting and submitted a paid advertisement in the May 10 Oakwood Register expressing concerns about the safety of pedestrians, especially children, traveling near Smith Elementary School due to the congestion, traffic and illegal parking on the south side of the street. Her child was recently struck by a vehicle when she stepped in front of a car while crossing in a middle block location west of Shafor Boulevard. The child stepped into the street from between two parked cars. Fortunately, the moving vehicle was travelling very slowly and the girl suffered only minor injuries. The Oakwood Public Safety Department continues to monitor the traffic in this area.
