MINUTES

The Council of the city of Oakwood, Ohio, met in a work session on Monday, November 1, 2021 in the second-floor training room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Leigh Turben. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan called the meeting to order at 6:30 p.m. and Council moved to executive session for personnel matters and property matters.

At 7:05 p.m., Council concluded the executive session and moved to work session.

Mayor Duncan then reviewed the agenda for the regular session this evening and led a discussion on the following items:

• STATUS REPORTS:
  • Public Safety Officer Jesse Schaffer Funeral Procession: Mayor Duncan noted that he will present a video of Oakwood Public Safety Officer Jesse Schaffer’s funeral procession along Park Avenue.
• VISITORS:
  • Scarecrow Row Contest Winners: Mayor Duncan shared that he will recognize winners of the 2021 Scarecrow Row contest at the regular session this evening.
• LEGISLATION: City Council discussed the following two items of legislation scheduled for the regular session agenda this evening:
  • An Ordinance to approve updates to the Traffic and General Offenses Codes, Mr. Stephens
  • An Ordinance to provide an appropriation for a public works storage building, Vice Mayor Byington
• STAFF REPORT: Mr. Klopsch shared that Leisure Services Director Carol Collins will provide an update on parks and recreation programs and events at the regular session this evening.
• AN OAKWOOD MOMENT: Mrs. Hilton noted that she will present the “An Oakwood Moment” at the regular session recognizing American flags displayed in Oakwood.
• COUNCIL COMMITTEES
  • Finance, Vice Mayor Byington
    • 2022 Budget: Mr. Klopsch mentioned that staff is preparing the final 2022 budget based on the cost figures presented at the October 19 Budget Review Committee meeting and at the October 25 City Council Retreat.
    • Working from Home: Mr. Klopsch shared that Income Tax Administrator Linda Merker and Finance Director Cindy Stafford are drafting information for inclusion on the City website to help residents who worked from home remotely but still had their wages subjected to a work-city tax. Staff is also working on a letter to be mailed to all Oakwood property owners.
