OAKWOOD CITY COUNCIL WORK SESSION

SEPTEMBER 17, 2018

The Council of the city of Oakwood, Ohio, met in a work session on Monday, September 17, 2018 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan called the meeting to order at 6:30 p.m. and began by reviewing the agenda for the regular session this evening. Thereafter, Mayor Duncan led a discussion on the following agenda items:

  • STATUS REPORTS:
    • Proclamation recognizing September 17-23 as “Constitution Week: Mayor Duncan noted that he will present this proclamation at the regular session this evening.
  • LEGISLATION: Council discussed the following legislation on the regular session agenda this evening:
    • A Resolution to approve Existing Property Tax Amounts and Rates, Vice Mayor Byington
  • STAFF REPORT – PUBLIC WORKS DEPARTMENT: Mayor Duncan confirmed that Mr. Klopsch will provide a staff report at the regular session this evening addressing projects and operations within the Public Works Department.
  • COUNCIL COMMITTEES
    • Finance, Vice Mayor Byington
      • September 11 BRC Meeting: Mr. Klopsch mentioned that the September 11 BRC meeting was well attended with 20 members present. Mr. Klopsch presented the proposed 2019 capital expenditures to the committee and there were no questions or concerns expressed. The next BRC meeting is scheduled for October 16. City Council will conduct the annual staff/Council budget retreat on Monday, October 22.
    • Public Properties, Mr. Epley
      • Shafor Park Tennis Court Project: Mr. Klopsch provided an update on the status of this project. The contractor is currently repairing a section of asphalt pavement along the north section of the tennis court. This will delay application of the acrylic tennis court surface. The project is now scheduled to be completed sometime in early to middle October.
    • Public Utilities/Waterworks/Sewer, Mr. Epley
      • Vectren Projects: Mr. Klopsch reported that Vectren has agreed to repave the entire section of East Drive from Shroyer Road to Shafor Boulevard. This work will be completed next summer with the City’s 2019 asphalt resurfacing program. Vectren will inform all East Drive residents of the schedule for this roadway restoration.
    • Safety & Traffic, Mr. Stephens
      • Dogs and Leashes: Mr. Klopsch mentioned that current city codes do not require that dogs be on leashes. The code simply requires that dogs be “under control”. Staff believes that the City should require that all dogs in public rights-of-way be on leashes, and will draft legislation for Council’s consideration at a future regular session.
