OAKWOOD CITY COUNCIL WORK SESSION

MARCH 7, 2022

The Council of the city of Oakwood, Ohio, met in a work session on Monday, March 7, 2022 in the second-floor training room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Leigh Turben. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan called the work session to order at 6:30 p.m. and reviewed the agenda for the regular session this evening. Thereafter, he led a discussion on the following agenda items:

  • STATUS REPORTS: Council discussed the following status reports that are scheduled for the regular session this evening:
    • Citizen Committee Appointments: Mayor Duncan mentioned that he will call for a vote at the regular session this evening to make several reappointments and appointments.
  • VISITORS: Mr. Klopsch mentioned that Ed Tritschler, 2404 Delaine Avenue, may attend the regular session to say a few words about his opposition to spending taxpayer dollars on electric vehicle charging stations.
  • LEGISLATION: Council discussed the following legislation scheduled for presentation at the regular session this evening:
    • An Ordinance to adopt an updated Property Maintenance Code, Vice Mayor Byington
    • An Ordinance to adjust the boundary lines between the city of Oakwood and the city of Kettering, Vice Mayor Byington
    • A Resolution of Necessity for 2023 Street Lighting, Mr. Stephens
    • An Ordinance to Proceed with the 2023 Street Lighting Program, Mr. Stephens
    • A Resolution to continue emergency management services in conjunction with the Montgomery County Office of Emergency Management, Mayor Duncan
  • STAFF REPORT: Mr. Klopsch noted that Personnel and Properties Director Jennifer Wilder will deliver a PowerPoint presentation at the regular session this evening.
  • AN OAKWOOD MOMENT: Mrs. Hilton noted that she will present the “An Oakwood Moment” at the regular session recognizing bicycling in Oakwood.
  • COUNCIL COMMITTEES
    • Finance, Vice Mayor Byington
      • Opioid Settlement: Mr. Klopsch mentioned that there are two competing proposals for an organization to govern Montgomery County’s opioid settlement proceeds. Mr. Jacques will prepare a memorandum explaining the difference between using the existing Community Overdose Action Team (COAT) or a new organization called Recovery Ohio – Montgomery County.
