  • HB 563: Mr. Jacques explained that HB 563 is a bill in Columbus that would preempt Ohio's municipalities from regulating short term rentals such as Airbnb operations. This is another example of state legislators attempting to take away Home Rule powers granted by the Ohio Constitution.
  • Insomnia Cookies: Mr. Klopsch shared that Insomnia Cookies is planning to open a store in the Routsong Retail Center and will request approval from the Planning Commission to remain open well beyond the 9 p.m. limit set in the zoning code.
• Safety & Traffic, Mr. Stephens
  • Gold Star Project: Mr. Klopsch mentioned that Oakwood High School senior Azalea Biteau was invited to attend the April 4 council meeting to speak about her Girl Scouts Gold Award Project.

• MISCELLANEOUS
  • Committee Appointments: Council discussed the list of appointments scheduled for the regular session this evening.
  • 2021 Annual Report: Mr. Klopsch shared that city staff is working to finalize the 2021 Annual Report. A near-final draft will be sent to City Council for their review at the end of this week.
  • Child Abuse Prevention Month: Mr. Klopsch mentioned that staff is preparing a proclamation for presentation on April 4 recognizing April as "National Child Abuse Prevention Month" and supporting the placement of pinwheels in several areas of the public right-of-way along Far Hills Avenue.

At 6:55 p.m., Mayor Duncan concluded the work session and asked for a motion to open an executive session for property matters. Motion by Vice Mayor Byington; second by Mrs. Hilton. Upon viva voce vote, executive session for property matters was opened.

At 7:25 p.m., Mayor Duncan concluded the executive session for property matters and Council moved to regular session.
