OAKWOOD CITY COUNCIL WORK SESSION

OCTOBER 6, 2025

The Council of the City of Oakwood, Ohio, met in an executive session and a work session on Monday, October 6, 2025, in the conference room at the City Building, located at 30 Park Avenue. The Mayor, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Rob Stephens, Leigh Turben, and Healy Jackson. Staff members were City Manager Katie Smiddy and City Attorney Rob Jacques. Also attending a portion of the meeting was Finance Director Maralee Leonard.

Mayor Duncan called the work session to order at 6:30 p.m. and reviewed the agenda for the regular session this evening.

At 6:36 p.m., Council moved to the executive session for personnel matters.

At 7:02 p.m., Council concluded the executive session and moved to the work session.

Mayor Duncan continued the meeting by discussing the following agenda items:

  • STATUS REPORTS
  • VISITORS:
    • Human Services Levy Campaign, Montgomery Commissioner Caroyln Rice: Mayor Duncan mentioned that Commissioner Rice will comment on the Human Services levy renewal that will be on the November 4 ballot.
  • LEGISLATION: Council discussed the following items of legislation scheduled for the regular session this evening:
    • An Ordinance to appropriate funds for upgrades to the Court Case Management System, Vice Mayor Byington
    • An Ordinance to appropriate intrafund transfers, Vice Mayor Byington
    • An Ordinance to create a Payroll Clearing Fund, Vice Mayor Byington
