OAKWOOD CITY COUNCIL WORK SESSION

DECEMBER 11, 2017

The Council of the city of Oakwood, Ohio, met in a work session on Monday, December 11, 2017 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan called the meeting to order at 6:02 p.m. and asked for a motion to go into executive session for personnel matters. Motion by Mr. Epley; second by Mrs. Stephens. Upon viva voce vote, motion passed.

At 6:12 p.m., Mayor Duncan closed the executive session and opened the work session. Mayor Duncan then reviewed the agenda for the regular session this evening.

Thereafter, Mayor Duncan led a discussion on the following agenda items:

  • STATUS REPORT: The following four items are scheduled during the status report portion of the regular session this evening:
    • Promotion of Chief Alan Hill.
    • Promotion of Lieutenant Mike Tanner.
    • Oath of Office for PSO Joshua Wells.
    • Recognition of Detective Jeff Yount, Jr.
    • Report by Chief Alan Hill on Speed Enforcement Matters. Chief Hill joined the work session at 7:00 p.m. and gave Council and overview of the presentation that he will deliver at the regular session this evening. Chief Hill departed at 7:15 p.m.
  • VISITORS: Mr. Klopsch noted that a local Girl Scout Troop will speak to Council this evening to present their progress on raising funds for a Veterans memorial to be located at Orchardly Park.
  • LEGISLATION: Council discussed the following items of legislation scheduled for the regular session this evening:
    • An Ordinance to approve updates to the Traffic and General Offenses Codes.
    • An Ordinance to appropriate funds for the MVCC Broadband Fiber Optic Infrastructure Project.
    • An Ordinance to adjust the Sanitary Sewer Rates.
    • An Ordinance to allow City Financial Deposits to be secured through the Ohio Pooled Collateral Program.
    • An Ordinance to approve the 2018 Budget.
    • An Ordinance to approve the Income Tax Credit Reduction Factor.
    • An Ordinance to amend the organization and staffing schedule.
    • An Ordinance to amend the personnel schedule.
  • COUNCIL COMMITTEES
    • Finance, Vice Mayor Byington
      2018 Health Insurance: At 6:45 p.m., Assistant City Manager Jay Weiskircher joined the meeting and briefed Council on the 2018 health insurance program for city employees. At the conclusion of his briefing, Mr. Weiskircher departed the meeting.
