MINUTES

The Council of the city of Oakwood, Ohio met in a work session on Monday, July 15, 2024 in the conference room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Rob Stephens, Leigh Turben and Healy Jackson. Staff in attendance were City Manager Norbert Klopsch and Law Director Rob Jacques. Also attending were Leisure Services Director Carol Collins and Program Supervisor Karen Earley.

Mayor Duncan called the work session to order at 6 p.m. and Council entered executive session for property matters and conference with attorney. At 6:27 p.m., Mayor Duncan concluded the executive session and Council entered work session.

Mayor Duncan reviewed the agenda for the regular session this evening. Thereafter, he led a discussion on the following work session agenda items:

• STATUS REPORTS:
  Citizen Committee Appointments: Mayor Duncan mentioned that he will call for a vote at the regular session this evening to make an appointment to the Property Maintenance Board.
• VISITORS:
  2024 May and June Beautification Award Winners: Mayor Duncan mentioned that he will recognize recipients of the 2024 May and June Beautification Awards.
• LEGISLATION: Council discussed the following legislation scheduled for presentation at the regular session this evening:
  • A Resolution to authorize and direct the Director of Finance to certify certain delinquent charges for cutting noxious weeds and nuisance plant material to the County Auditor for collection, Mr. Stephens
  • A Resolution addressing the membership in the Dayton Regional Energy Special Improvement District (ESID), Vice Mayor Byington
  • An Ordinance to itemize and levy special assessments for the 2022 Sidewalk Repair Projects, Mr. Stephens
  • An Ordinance to itemize and levy special assessments for the 2023 Sidewalk Repair Projects, Mr. Stephens
  • An Ordinance to Consider a Proposed Text Amendment of the Zoning Code for the placement and use of Temporary Outdoor Restroom Facilities, Vice Mayor Byington
  • A Resolution to participate in the Kroger Opioid Settlement, Vice Mayor Byington
• STAFF REPORT: Mr. Klopsch noted that Public Safety Director Alan Hill will deliver a PowerPoint presentation at the regular session this evening. He noted that a couple of representatives, including Director Amy Bohardt, from the Montgomery County Animal Resource Center (ARC) are planning to speak about the services of their organization.
