The Council of the city of Oakwood, Ohio, met in a work session on Monday, August 6, 2018 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan called the meeting to order at 6:30 p.m. and began by reviewing the agenda for the regular session this evening. Thereafter, Mayor Duncan led a discussion on the following agenda items:

• STATUS REPORTS: Mayor Duncan noted that the following five items are scheduled to be addressed during status reports at the regular session this evening:
  • Tribute to Harry G. Ebeling: Judy Cook and Leigh Turben
  • Proclamation recognizing Saturday, August 11, 2018 as “Dorothy Lane Market Day”
  • Proclamation recognizing September as “Prostate Cancer Awareness Month”
  • Proclamation recognizing September as “National Suicide Prevention Awareness Month”
  • Oakwood Pre-sale Property Inspection Program
• LEGISLATION: Council discussed the following five items of legislation on the regular session agenda this evening:
  • A Resolution and Public Hearing to grant approval of an amendment to the approved master plan for the Sugar Camp and Pointe Oakwood development, affecting the southwest portion of said development, Mayor Duncan
  • An ordinance to repeal existing Section 1006.7, Variance Standards, of the Oakwood Zoning Ordinance and adopt new Section 1006.7, Variance Standards, of the Oakwood Zoning Ordinance, Vice Mayor Byington
  • An Ordinance to establish procedures and standards for the operation of mobile food vehicles, Vice Mayor Byington
  • An Ordinance to amend existing Section 725.01, Street Sales Prohibited Except in Business Districts, of the Oakwood Business Regulation Code to create an exemption for the operation of licensed mobile food vehicles, Vice Mayor Byington
  • A Resolution to authorize and direct the Director of Finance to certify certain delinquent charges for cutting noxious weeds to the County Auditor for collection, Mr. Stephens
• STAFF REPORT: Mr. Klopsch mentioned that Chief Alan Hill will deliver the staff report at the regular session this evening.
• COUNCIL COMMITTEES
  • Planning & Zoning, Vice Mayor Byington
    • Planning Commission Vacancy: Mr. Klopsch reported that Planning Commission Chairman Jeff Shulman is putting his house on the market and is planning to move from Oakwood. This will require appointment of a new chair and new commission member. Vice Mayor Byington suggested that Vice Chair Andy Aidt would be an excellent choice to fill the chairman position. Council discussed options for filling the pending vacancy and concluded that Greg Lauterbach would be a good choice. Greg is a registered architect and has served on the BZA for about eight years. Mr. Klopsch will meet with Mr. Shulman to discuss his pending departure, and will then contact Mr. Aidt and Mr. Lauterbach to discuss position changes.
