The Council of the city of Oakwood, Ohio, met in a work session on Monday, March 12, 2018 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques. Also in attendance for the executive session for conference with attorney were Jennifer Wilder, Director of Personnel and Properties, and Attorney Lynnette Dinkler.

Mayor Duncan called the meeting to order at 6 p.m. and asked for a motion to go to executive session for conference with attorney. Motion by Vice Mayor Byington, second by Mrs. Hilton. Upon viva voce vote, motion passed. At 7 p.m., Mayor Duncan concluded the executive session and opened the work session. He began the work session by reviewing the agenda for the regular session this evening. Thereafter, Mayor Duncan led a discussion on the following agenda items:

• MINUTES/COMMITTEE APPOINTMENTS: Council reviewed the corrections necessary on the January 2, 2018 regular session minutes.
• STATUS REPORTS: Mayor Duncan noted that the following items will be addressed during the status report portion of the regular session this evening:
  • 2018 State of the City Address, Mayor Duncan
  • Introduction of Jennifer Wilder, City Manager Klopsch
  • Proclamation recognizing April as “Fair Housing Month”, Mayor Duncan
  • Proclamation recognizing the Wright State Raiders Basketball Team, Mayor Duncan
• LEGISLATION: Council discussed the following five items of legislation scheduled for the regular session agenda this evening:
  • A Resolution of Necessity for 2018 Sidewalk Repair Project.
  • An Ordinance to proceed with the 2018 Sidewalk Repair Project.
  • A Resolution of Necessity for 2019 Street Lighting.
  • An Ordinance to proceed with the 2019 Street Lighting Program.
  • An Ordinance to levy special assessments for the 2017 Sidewalk Repair Project.
• STAFF REPORT – PUBLIC SAFETY DEPARTMENT
  • Disposition of Acorn Drive Drug Case, Chief Alan Hill: Mr. Klopsch noted that Chief Hill will give a semi-annual department staff report at the regular session this evening and will then recognize Detective Steve Norris for his excellent work on the Acorn Drive drug case.

    • 2017 Audit: Mr. Klopsch reported that field work for the compliance portion of the audit was completed last week, with no issues identified.
