BY VICE MAYOR BYINGTON NO 5028
AN ORDINANCE TO ESTABLISH AN AMENDMENT TO THE ORGANIZATION AND STAFFING SCHEDULE OF THIS CITY FOR THE PURPOSE OF CREATING, MODIFYING, CLARIFYING, AND/OR ELIMINATING CERTAIN JOB CLASSIFICATIONS AS NEEDED TO MEET THE CITY’S OPERATIONAL NEEDS; AND DECLARING AN EMERGENCY.

A copy of the ordinance, having been placed on the desks of each member of Council prior to introduction, was read by title.

Vice Mayor Byington explained that this is the ordinance to update our Organization and Staffing Schedule so it reflects the city’s current staffing needs. The most significant changes are in response to a consultant-led organizational assessment conducted earlier this year, which recommended consolidating functions of the Leisure Services Department within the Public Works Department, as well as the use of contracted services for swimming pool and mowing operations. Thereupon, it was moved by Vice Mayor Byington and seconded by Mr. Stephens that the ordinance be passed as an emergency measure.

Upon call of the roll on the question of the motion, the following vote was recorded:

AN ORDINANCE REPEALING EXISTING CHAPTERS 137, LEISURE SERVICES DEPARTMENT AND 171, LEISURE SERVICES ADVISORY BOARD; ADOPTING NEW CHAPTER 137, PERSONNEL DEPARTMENT; AND AMENDING CHAPTERS 131, SERVICE DEPARTMENT AND 163, BEAUTIFICATION COMMITTEE; ALL WITHIN THE OAKWOOD ADMINISTRATIVE CODE, SO AS TO UPDATE THE SAME FOR CONSISTENCY WITH THE CITY’S ORGANIZATIONAL AND STAFFING SCHEDULE; AND DECLARING AN EMERGENCY.

Vice Mayor Byington explained that this is an ordinance to update the Oakwood Administrative Code to reflect departmental changes that were just approved through the new Personnel Pay Schedule and the Organization and Staffing Schedule.

It is effectively a departmental reorganization that accomplishes two things:

  • It eliminates the former Department of Leisure Services, transferring those duties to the Department of Public Works; and
  • It adopts provisions for the establishment of a true Personnel Department, with duties handled by a Director of Personnel instead of an HR Manager.

Thereupon, it was moved by Vice Mayor Byington and seconded by Mrs. Turben that the ordinance be passed as an emergency measure.
