Now, Therefore, Be It Resolved by the Borough Council of the Borough of Somerville, County of Somerset, State of New Jersey, as follows:
- A contract for School Crossing Guard Services is hereby awarded to Harvard Protection Services, LLC, 34 W. Main Street, Somerville, New Jersey 08876, as the lowest responsible bidder, for the contract term of October 2026 (or start of contract) through June 2029, at the following hourly rates for the entirety of the contract term: $27.59 per hour for School Crossing Guard services and $31.80 per hour for School Crossing Guard Supervisor services.
- The Mayor and Borough Clerk are hereby authorized and directed to execute a contract with Harvard Protection Services, LLC in a form approved by the Borough Attorney, consistent with the bid specifications, Addendum No. 1, and the bid submitted.
- This award is subject to the contractor's continued compliance with all applicable statutory and bid requirements, including maintenance of a valid New Jersey Business Registration Certificate and Certificate of Employee Information Report throughout the contract term.
- This resolution shall take effect immediately.

Authorizing Payment to CEP Renewables LLC for Landfill Closure Materials in Connection with the Somerville Pioneer Solar Project from Hazardous Discharge Site Remediation Fund Grant Proceeds in the grant amount totaling $3,581,465.35
Whereas, the Borough of Somerville (the "Borough") is undertaking the closure and remediation of a portion of the the former Somerville landfill in connection with the Somerville Pioneer Solar, LLC redevelopment project (the "Project"); and
Whereas, the Borough has been previously awarded grant funding through the New Jersey Hazardous Discharge Site Remediation Fund ("HDSRF") to defray eligible remediation costs associated with the Project; and
Whereas, CEP Renewables LLC, with offices at 331 Newman Springs Road, Building 1, 4th Floor, Suite 143, Red Bank, New Jersey 07701 ("CEP"), has submitted Invoice No. 1 – ALCO Material (Revised), dated September 10, 2026, in the total amount of
