OAKWOOD CITY COUNCIL WORK SESSION

JUNE 17, 2024

The Council of the city of Oakwood, Ohio met in a work session on Monday, June 17, 2024 in the conference room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Rob Stephens, Leigh Turben and Healy Jackson. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan called the work session to order at 5 p.m. and led a discussion on the following agenda items:

  • COUNCIL COMMITTEES
    • Planning & Zoning, Vice Mayor Byington
      • Property Maintenance/Overgrown Vegetation/Managed Natural Landscape Areas: Mr. Klopsch commented on the status of the city property maintenance program and the challenges in obtaining compliance with city regulations. He also commented on actions underway to address overgrown vegetation and on a letter from Oakwood resident Nancy Bain, 444 Acorn Drive, regarding a property maintenance violation letter she received. A discussion ensued about the city regulations that address Managed Natural Landscape Areas.
      • BZA: Mr. Klopsch shared that Linda Weprin resigned from the BZA citing a busy schedule as the reason for leaving. She served on the BZA since 2014.
    • Public Properties, Mrs. Turben
      • 19-25 Wonderly Avenue: Mr. Klopsch mentioned that staff recommends that the city proceed with demolishing the 4-unit apartment at 19-25 Wonderly Avenue. Staff will obtain competitive quotes for completing the work.
      • 1313 Far Hills Avenue: Mr. Klopsch shared that details about the sale of the city-owned property at 1313 Far Hills Avenue and how to submit a bid are available on the city website.
    • Public Utilities/Waterworks/Sewer, Mrs. Turben
      • Food Waste Recycling: Mr. Klopsch commented on the new Food Waste Recovery and Resource Program proposed as a joint venture led by Montgomery County Environmental Services and the Dayton Food Bank. Mr. Klopsch will send a letter of support for the program to Montgomery County Environmental Services. The program is expected to launch in 2025.
    • Safety & Traffic, Mr. Stephens
      • E-Scooter and E-Bike Safety Training: Mr. Klopsch reported that staff is working on a new educational program to be offered at the OCC addressing E-scooter and E-bike safety.
      • Mental Health Crisis Center: Mr. Klopsch commented on the failed ADAMHS crisis care center. Mayor Duncan provided some history on the center and cited reasons why it failed.
