MINUTES

The Council of the city of Oakwood, Ohio met in a work session on Monday, April 17, 2023 in the second-floor meeting room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington via remote teleconference, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Leigh Turben. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques. Also attending for a portion of the meeting were Public Safety Director Alan Hill and Personnel and Properties Director Jennifer Wilder.

Mayor Duncan called the meeting to order at 5 p.m. and invited Chief Hill to provide an update on scooters, bicycles and pedestrian safety and Council's Parking Permit Policy.

Chief Hill reported on the efforts underway with Oakwood Junior High Principal Tim Badenhop to promote the safe use of scooters and bikes around the city. Councilmember Stephens commented on a video being produced by Jr. High students for use in educating fellow students on the safe operation of bikes and scooters within pedestrian walkways.

Chief Hill reviewed Council's policy addressing 2-hour restricted parking zones on streets in Oakwood and commented on recent parking complaints along East Drive.

Chief Hill departed the meeting at 6:10 p.m., at which time Council moved to executive session for property and personnel matters.

At 7:18 p.m., Council ended the executive session and resumed the work session. Mrs. Wilder departed the meeting.

Mayor Duncan then led a discussion on the following items:

  • Finance, Vice Mayor Byington
    • 2024 Budget: Mr. Klopsch shared the timeline for preparing the 2024 budget and commented on proposed 2024 capital projects.
  • Public Utilities/Waterworks/Sewer, Mrs. Turben
    • Water and Wastewater Services: Not discussed.
    • PFAS in Drinking Water: Mr. Klopsch commented on a letter that the Dayton Water Department sent recently to all of their customers regarding proposed federal regulations on PFAS chemicals in drinking water.
    • Far Hills Storm Sewer Reconstruction Project: Mr. Klopsch reported that bids were opened last week for this project and staff is pleased with the results. The low bid was $1,843,159 and the engineer's estimate was $1,882,934.35. Staff plans to award the contract to Kinnison Excavating this week.
