OAKWOOD CITY COUNCIL WORK SESSION

FEBRUARY 24, 2025

The Council of the city of Oakwood, Ohio, met in a work session on Monday, February 24, 2025, in the conference room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Rob Stephens, Leigh Turben, and Healy Jackson. Staff in attendance were City Manager Katie Smiddy and City Attorney Rob Jacques. John Minear with the Montgomery County Solid Waste District (MCSWD) attended for a portion of the meeting.

Mayor Duncan called the work session to order at 5 p.m. and invited Mr. Minear to provide an update on the Montgomery County Solid Waste Management Plan.

Mr. Minear shared that the Montgomery County Solid Waste District is required by law to adopt and periodically update a plan for the management of solid waste within its jurisdiction. He provided an overview of the updated plan, which aims to ensure adequate disposal capacity and reduce reliance on landfills in Montgomery County. Mrs. Smiddy shared that a resolution to ratify the plan will be presented to the Council at the March 3, 2025, meeting.

Mr. Minear departed the meeting at this time.

Mayor Duncan then led a discussion on the following agenda items:

  • COUNCIL COMMITTEES
    • Finance, Vice Mayor Byington
      • Monthly Finance Report: Mrs. Smiddy shared that Council and senior staff members will begin receiving monthly financial reports and a highlights memo via email.
    • Safety & Traffic, Mr. Stephens
      • EV Ribbon Cutting Ceremony: Mrs. Smiddy reported that the ribbon cutting ceremony is scheduled for 9:30 a.m. on Thursday, March 6, 2025. The event program will be sent to Council once finalized.
  • MISCELLANEOUS
    • Girl Scouts of Western Ohio Gold Award Ceremony: Mayor Duncan noted that he invited three Oakwood Girl Scouts to either the March or April council meeting to recognize their accomplishment of receiving the Girl Scout Gold Award.
    • New Resident Breakfast: Council discussed the upcoming New Resident Breakfast event planned for Saturday, March 8. An event program will be emailed to Council once finalized.
    • Montgomery County Human Services Levy: Mayor Duncan shared that he is participating in an interview with a senior consultant with Burges & Burges Strategists regarding the Montgomery County Human Services Levy Campaign.
