MINUTES

The Council of the city of Oakwood, Ohio, met in a work session on Monday, April 3, 2017 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided. Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington and Councilmember Anne Hilton. Excused absent were Councilmember Rob Stephens and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan called the council work session to order at 7:00 p.m. The meeting began with a visit from Lu Ann Stanley and Randy Honaker from Wright Library. Mrs. Stanley explained that the library will have a property tax renewal issue on the May 2 ballot. This will be a 1.5 mill renewal of a tax last approved in 2012. It is being proposed as a continuous levy. If approved, it will no longer have an expiration date. At 7:12 p.m., Mrs. Stanley and Mr. Honaker departed the meeting.

Mayor Duncan then reviewed the agenda for the regular session this evening. Thereafter, Mayor Duncan led a discussion on the following agenda items:

• STATUS REPORTS
  • Mayor Duncan noted that he will present a proclamation at the regular session this evening recognizing April as “Autism Awareness Month”.
• LEGISLATION: Council discussed the following three items on the regular session agenda this evening:
  • Ordinance to proceed with the 2017 Sidewalk Repair Project, Mrs. Hilton
  • Ordinance to proceed with the 2018 Street Lighting Program, Mrs. Hilton
  • Ordinance to levy special assessments for the 2018 Street Lighting, Mrs. Hilton
• STAFF REPORT – PUBLIC WORKS UPDATE: Mr. Klopsch noted that he will provide a public works update at the regular session this evening.
• COUNCIL COMMITTEES
  • Law & Minutes, Mrs. Hilton
    • SB 331 Legal Challenge: Mr. Klopsch noted that Council received an updated list of all of the Ohio cities that joined the legal challenge against SB 331, the “Small Cell” antenna legislation. Mr. Klopsch explained the actions that led to the Ohio Municipal League taking a neutral position on the legislation.
  • Public Properties, Mr. Epley
    • Lane Stadium Rental: Mr. Klopsch mentioned that members of the city staff and school staff recently met to determine rental rates for the new artificial turf at Lane Stadium.
  • Public Utilities/Waterworks/Sewer, Mr. Epley
    • Water Distribution System Mapping: Mr. Klopsch reported that he met with the Board of Health on March 28 and provided a briefing on the new Ohio EPA requirement regarding water distribution system mapping.
    • Walnut Springs Incident: Mr. Klopsch mentioned that Vectren is rebuilding some of the natural gas infrastructure in the Walnut Springs area. This work was originally scheduled for 2018, but is being completed this year after some pipe failures encountered after a recent water main break. Work should be completed within the next two weeks.
