MINUTES

The Council of the city of Oakwood, Ohio met in a work session on Monday, August 1, 2022 in the second-floor training room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Leigh Turben. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques. Also attending for a portion of the meeting were Public Safety Director Alan Hill and Dan Gentry, President of Hollinger Tennis Club.

Mayor Duncan called the meeting to order at 6 p.m. and opened an executive session for property matters. At 6:35 p.m., Council concluded the executive session and moved to work session. Mr. Gentry departed the meeting at that time.

Mr. Klopsch asked Chief Hill to comment on the recent vandalism at Orchardly Park and the aggravated assault incident on East Drive. Chief Hill mentioned that several youths used a grease pencil or similar device to apply graffiti on the newly resurfaced pavement at the tennis court practice wall. Security camera footage shows several teenage girls involved. There is also evidence to suggest that some younger boys may have also contributed to the graffiti. The aggravated assault incident that occurred on East Drive on July 22 remains under investigation. It appears that there were five people involved in the incident and all might be juveniles.

Mayor Duncan reviewed the agenda for the regular session this evening and then led a discussion on the following agenda items:

• STATUS REPORTS: Council discussed the following status reports that are scheduled for the regular session this evening:
  • Auditor of State Award
  • Proclamation recognizing The Oakwood Club for 60 great years
  • Proclamation recognizing Laura Hart and family
• VISITORS: Mr. Klopsch mentioned that there are no visitors scheduled for the regular session this evening.
• LEGISLATION: Council discussed the following legislation scheduled for presentation at the regular session this evening:
  • A Resolution to apply for Amendment 2 grant funds, Vice Mayor Byington
  • An Ordinance to establish a new fund known as the OneOhio Fund, Vice Mayor Byington
  • A Resolution and public hearing to consider a zoning appeal filed by Insomnia Cookies regarding extended operating hours, Vice Mayor Byington
• STAFF REPORT: Mr. Klopsch noted that Chief Hill will deliver a PowerPoint presentation at the regular session this evening.
