The Council of the City of Oakwood, State of Ohio, met in a work session at 6:30 p.m. in the conference room of the City of Oakwood, 30 Park Avenue, Oakwood, Ohio 45419. Council then met in a regular session at 7:30 p.m. in the council chambers of the City of Oakwood.

The meeting was streamed live on the Oakwood city website and broadcast on Cable Access Channel 6.

The Mayor, Mr. William Duncan, presided, and the Clerk, Ms. Lori Stacel, recorded. Mayor Duncan asked all present to participate in the Pledge of Allegiance.

Mr. Dorf advised Council he had read the meeting minutes of the February 2, 2026, regular session and work session, and the February 23, 2026 work session. Mr. Dorf reported that he found the minutes to be correct and complete. Therefore, it was moved by Mr. Dorf and seconded by Vice Mayor Byington that the minutes of the sessions of Council aforementioned be approved as corrected and the reading thereof at this session be dispensed with. Upon a viva voce vote on the question of the motion, same passed unanimously, and it was so ordered.

Committee Appointments – Mayor Duncan presented the following list of reappointments and appointments to various citizen committees:

The reappointment of Don O’Connor to the Board of Zoning Appeals; Sarah Waechter, Megan O’Leary and Erika Endsley to the Budget Review Committee; Abby Riedel and Phil Wittmer to the Personnel Appeals Board; Michael O’Connell to the Property Maintenance Board; Jan Scheid and Ellen Fodge to the Tax/Water & Sewer/Assembly Board, and the appointment of Abby Riedel to the Board of Health; Curtis Farnsel to the Budget Review Committee; David Chesar to the Property Maintenance Board; and Rob Stephens on the ADA Compliance Committee.

It was moved by Mayor Duncan and seconded by Vice Mayor Byington that the aforementioned appointments be confirmed.

Upon call of the roll on the question of the motion, the following vote was recorded:

Mr. Norman James Scearce, 5636 Westcreek Drive, stated that he is a candidate for Montgomery County Commissioner. He explained that his campaign focuses on economic development and job growth, transparent and accountable government, public safety and justice, and responsible use of taxpayer funds. He expressed opposition to new taxes and additional county assessments, citing concerns about rising utility rates from providers such as AES Ohio and CenterPoint Energy, and
