MINUTES

The Council of the city of Oakwood, Ohio, met in a work session on Monday, January 9, 2017 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided. Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens and Councilmember Chris Epley. Councilmember Anne Hilton was excused absent. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan called the meeting to order at 6:30 p.m. and began the meeting by reviewing the agenda for the regular session this evening. This included a discussion on the Montgomery County Common Pleas Court decision to affirm Council's approval of the 32 unit condominium development at Schantz and Far Hills. Thereafter, Mayor Duncan led a discussion on the following agenda items:

• STATUS REPORTS
  • 2017 Council Committee Assignments: Mayor Duncan reviewed the 2017 council committee assignments and will ask for a motion at the regular session this evening to approve same.
  • Citizen Committee Appointments: Mayor Duncan reviewed the roster of Oakwood citizens that have agreed to serve on citizen committees. Most of these are reappointments. Mayor Duncan noted that two additional citizen committee members are needed for the Budget Review Committee.
• VISITORS
  • 2016 Holiday Decorating Award Winners: Mayor Duncan mentioned that these award winners will be recognized at the regular session this evening.
• LEGISLATION: Council discussed the following two items of legislation scheduled for the regular session this evening:
  • An Ordinance to adjust water rates and stormwater fee, Vice Mayor Byington
  • An Ordinance to declare Shroyer Road in Oakwood a work zone, Mr. Stephens
• COUNCIL COMMITTEES
  • Finance, Vice Mayor Byington
    • E-911 Cell Phone Fee: Mr. Klopsch explained that he serves on the Montgomery County E-911 Planning Committee as the representative of the Greater Dayton Mayors & Managers Association. The committee gathers very infrequently, but had a meeting last month. At that meeting, the committee discussed two new fees that the Montgomery County Emergency Communications Policy Committee (ECPC) is suggesting should be imposed on all dispatch centers operating within the county. The ECPC is represented by each political jurisdiction and agency that is a member of the Montgomery County Regional Dispatch Center. Mr. Klopsch briefly reviewed the status of the current statewide E-911 cell phone charge imposed on all cell phone customers in the state. Revenue from this charge is now only being distributed to certain dispatch centers. Mr. Klopsch will present more information on this topic at the next work session.
