MINUTES

The Council of the city of Oakwood, Ohio, met in a work session on Monday, April 23, 2018 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques. Also attending for the first two agenda items was Public Safety Director Alan Hill.

Mayor Duncan called the work session to order at 5 p.m. and started the meeting with a discussion about the Citizen Police Academy. Mr. Klopsch asked Chief Alan Hill to provide an overview of his proposal to establish an Oakwood Citizen Police Academy. Chief Hill explained his thoughts on the program, including goals and objectives, costs, and logistics. The primary purpose of the program is to give Oakwood citizens an opportunity to learn about the Public Safety Department and the daily work of Oakwood Public Safety Officers. Several safety officers would participate in presenting classes, and all efforts would be made to use on-duty crew members whenever possible. This will minimize overtime expenses. The total cost of establishing the program is estimated to be less than $1,000. There would be no cost to Oakwood residents interested in attending the academy. Chief Hill will refine plans for the first class to take place this fall.

Mr. Klopsch commented on actions underway to address littering and soliciting problems relating to the distribution of advertising materials. City Attorney Rob Jacques explained that he is working with representatives from Cox Media to address the manner in which their advertising materials are distributed by contract employees. Chief Hill added that the Public Safety Department is closely monitoring this and will issue citations if violations continue. Chief Hill departed the meeting at this time.

At 5:30 p.m., Mayor Duncan led a discussion on the following additional agenda items.

  • Planning & Zoning, Vice Mayor Byington
    • Pre-sale Inspection Program: Mr. Klopsch reported that the full interior and exterior pre-sale inspection program is again underway, and without incident. Mr. Jacques provided an update on the status of addressing requirements imposed by the Court as they relate to refunding certain fees to property owners who sold homes during the six year period between May 2010 and May 2016.
    • Small Cell Wireless Facilities: Mr. Jacques delivered a PowerPoint presentation providing details on the pending legislation to establish design guidelines for installation of small cell wireless facilities. A first reading of that ordinance was conducted at the April 2 council meeting. The ordinance will be read again at the May 7 council meeting.
  • Public Properties, Mr. Epley
    • Shafor Park Tennis Courts: Mr. Klopsch noted that construction work on the Shafor Park Tennis Court Reconstruction project is scheduled to begin Monday, April 30. The first few weeks will be dedicated to site demolition and relocation of overhead utility lines to an underground installation.
