OAKWOOD CITY COUNCIL WORK SESSION

DECEMBER 1, 2025

The Council of the City of Oakwood, Ohio, met in a work session on Monday, December 1, 2025, in the conference room at the City Building, located at 30 Park Avenue. The Mayor, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Rob Stephens, Leigh Turben, and Healy Jackson. Staff members were City Manager Katie Smiddy, City Attorney Rob Jacques, and Human Resources Manager Sangita Anand.

Mayor Duncan called the work session to order at 6:30 p.m. and reviewed the agenda for the regular session this evening. Thereafter, he led a discussion on the following agenda items:

  • STATUS REPORTS: Mayor Duncan noted that he will be providing an update on the Public Safety Department.
  • VISITORS: Mayor Duncan shared that Montgomery County Commissioner Mary A. McDonald will share some comments.
  • LEGISLATION: Council discussed the following items of legislation scheduled for the regular session this evening:
    • An Ordinance to increase the water and sanitary sewer rates, Mrs. Turben
    • An Ordinance to approve the 2026 Budget, Vice Mayor Byington
    • An Ordinance to amend the personnel schedule, Vice Mayor Byington
    • An Ordinance to amend compensation rates for Oakwood Court, Vice Mayor Byington
    • An Ordinance to amend the organization and staffing schedule, Vice Mayor Byington
    • An Ordinance to amend departmental organization within the Administrative Code, Vice Mayor Byington
    • An Ordinance to approve updates to the Traffic and General Offenses Codes, Mr. Stephens
    • A Resolution to adopt the NIST as the official Cybersecurity Framework, Mrs. Jackson
    • A Resolution recognizing Rob Stephens, Mayor Duncan
