Mayor Bill Duncan opened the meeting by welcoming everyone and allowing for self-introductions, recognizing councilmember-elect Sam Dorf. He announced that longtime committee member Bill Meyer would be resigning from the committee. Mayor Duncan then requested any suggested edits to the minutes from the October 14, 2025, meeting. There being no edits, Mayor Duncan asked for a motion to approve the minutes. Motion to approve by Mr. Risley; second by Mrs. Himes. Upon viva voce vote, the motion passed, and the minutes were approved.

- General City Services receipts through September are at 90% of budget, and disbursements and encumbrances are at 79% of budget.
