The Council of the city of Oakwood, Ohio, met in a work session on Monday, November 19, 2018 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques. Public Safety Director Alan Hill also attended the meeting for discussions on the Dogs at Large, ACORN Program, and Miscellaneous Vehicles. Also attending were the following three Oakwood High School juniors: JC Stephens, Rocco Fiore and Brenden Palmatier. These students attended the meeting to earn extra credit in their AP Government class.

Mayor Duncan called the meeting to order at 5 p.m. and led a discussion on the following agenda items:

  • Finance, Vice Mayor Byington
    • 2019 Budget: Mr. Klopsch reported that staff is preparing the final 2019 budget. The budget figures will match the proposed budget that was presented to the citizen Budget Review Committee on October 16. Mr. Klopsch also summarized the goals and objectives that will be included in the budget.
  • Law & Minutes, Mrs. Hilton
    • Pre-sale Inspection Settlement: Mr. Klopsch noted that staff is closely monitoring all tasks required by the final court order addressing this case. Money for the pre-sale inspection fee reimbursement has already been sent to the third party class action administrator.
  • Planning & Zoning, Vice Mayor Byington
    • 2600 Far Hills Building: Mr. Klopsch reported on a meeting that he and Jennifer Wilder had with representatives from the Kettering Health Network (KHN). KHN is planning to remodel the existing three story office building, with design development expected to start very soon. Parking will be a challenge for this project. Consistent with previous discussions, plans will need to include converting two residential properties located directly south of the City parking lot between Orchard Drive and Wonderly Avenue into an additional parking lot. This is anticipated to be a joint venture between the City and KHN. If planning and zoning approval proceed efficiently, construction work could start`sometime in 2019.
  • Public Properties, Mr. Epley
    • Shafor Park Tennis Court Project: Mr. Klopsch reported that the contractor has agreed to sign a two year warranty on the tennis court surface. This provides a one year extension on the contractual warranty. Mr. Klopsch commented on the proposed replacement signs for the tennis court and OCC. The two signs for the tennis courts comply with the City’s sign ordinance and do not need approval from the Planning Commission. The OCC sign size complies with the Code, but the Planning Commission will review the digital illumination feature. This will take place at the December 5 Planning Commission meeting.
