      Water Service Lines: Mr. Klopsch provided an overview of the new Ohio EPA rules regarding public notification, water testing and distribution of water filters when piping work is done in areas with lead service lines.

      Refuse Rates: Mr. Klopsch noted that the 2019 budget will include an addition of $135,000 in revenue for the Refuse Fund, reflecting the $3 per month rate increase effective January 1, 2019.

      Dogs at Large: Mr. Klopsch mentioned that staff plans to present an ordinance addressing Dogs at Large at the December 10 council meeting. This will be a first reading, with a second reading on January 7, 2019. Chief Alan Hill delivered a PowerPoint presentation on this topic. The ordinance will require that dogs be on leashes, with the primary goal being public safety.

      ACORN Program: Mr. Klopsch noted that one of two goals for 2019 in the public safety department is to implement a program to provide special assistance to Oakwood residents in needs. Chief Alan Hill briefed Council on the proposed Assisting and Contributing to Oakwood Resident Needs (ACORN) Program.

      Miscellaneous Vehicles: Mr. Jacques delivered a PowerPoint presentation on an ordinance scheduled for a first reading at the December 10 Council meeting. This ordinance addresses the use of under-speed vehicles in Oakwood. Under current state law, the use of under-speed vehicles, such as golf carts, on Oakwood public streets is prohibited.

    Flag Lowering: Mr. Klopsch commented on the frequency in which the State of Ohio is ordering flags to be flown at half-staff. These flag lowering orders from Columbus are issued inconsistent with National Flag Lowering Policy, but will continue to be followed. Mrs. Hilton asked whether the City lowers the flag at the Hollinger Tennis Facility. Mr. Klopsch noted that the City has flags at the city building, public works center, Huffman Park, and in the center median near the intersection of Hadley Avenue and Shafor Boulevard. Mr. Klopsch will see that the Hollinger flag is also lowered when so directed.

    Oakwood Scene Newsletter: Mr. Klopsch provided a brief overview of the Oakwood Scene newsletter, a joint bi-monthly publication of the City, the Oakwood City Schools and Wright Memorial Public Library. Based on recent discussions, the Oakwood City Schools is considering options for possible changes to the methods in which they communicate with Oakwood citizens and businesses.

    Health Commissioner: Mr. Klopsch reported that he recently met with Dr. Stephen Enseleit, M.D. to discuss his interest in replacing Dr. Richard Garrison, M.D. as Oakwood Health Commissioner. As with other Oakwood staff positions, the Oakwood Health Commissioner is appointed by the City Manager.
