OAKWOOD CITY COUNCIL WORK SESSION

NOVEMBER 15, 2021

The Council of the city of Oakwood, Ohio, met in a work session on Monday, November 15, 2021 in the second-floor training room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens and Councilmember Leigh Turben. Councilmember Anne Hilton was excused absent. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan called the meeting to order at 5 p.m. and Council moved to executive session for property matters and conference with attorney.

At 5:50 p.m., Council concluded the executive sessions and moved to work session.

Mayor Duncan led the work session by discussing the following items:

  • COUNCIL COMMITTEES
    • Finance, Vice Mayor Byington
      • Income Tax and Telecommuting: Mr. Klopsch shared a draft of tax information for possible inclusion on the City website to help residents who worked from home remotely but still had their wages subjected to a work-city tax.
      • BRC Meeting: Mr. Klopsch stated that he is planning on conducting the December 7 Budget Review Committee meeting in the council chambers at 30 Park Avenue. The meeting will also be available for attendance via Zoom.
    • Planning & Zoning, Vice Mayor Byington
      • Front Yard Fences: Mr. Klopsch acknowledged that Council received an email from a Claranna Avenue resident expressing concern about construction of a front yard fence at his neighbor’s property. Mr. Jacques explained that the zoning code permits front yard fencing, but limits the height to 3 ½ feet and requires that it be at least 50% opaque.
    • Public Properties, Mrs. Turben
      • Recycling Facility: Mr. Klopsch reported that the fencing/gates, pavement marking and block retaining wall should all be completed before Thanksgiving. On Monday, November 29, city staff plans to erect the wood sign, move the containers and the cardboard drop-off catwalk from the dog park to the new location at 210 Shafor Boulevard. The ribbon cutting and official grand opening of the facility is planned for 4 p.m. on Tuesday, November 30.
    • Public Utilities/Waterworks/Sewer, Mrs. Turben
      • OEPA Water System Sanitary Survey: Mr. Klopsch explained that city staff recently completed the OEPA Water System Sanitary Survey. It is a comprehensive evaluation of Oakwood’s water system and the manner in which each component is operated. The survey is done once every three years and is quite comprehensive. The OEPA evaluator spent many hours inspecting all aspects of the water system including compliance with administrative/paperwork/record-keeping requirements, and the physical facilities including the water tower, water production wells, water treatment plants and water distribution system.
