OAKWOOD CITY COUNCIL WORK SESSION

FEBRUARY 5, 2018

The Council of the city of Oakwood, Ohio, met in a work session on Monday, February 5, 2018 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques. Also attending for the first agenda item were Oakwood School’s Superintendent Dr. Kyle Ramey and Oakwood School’s Treasurer Kevin Philo.

Mayor Duncan called the work session to order at 6:00 p.m. and welcomed Dr. Ramey and Mr. Philo to the meeting. Thereafter, Dr. Ramey and Mr. Philo briefed Council on the School’s Master Facility Plan Project. Dr. Ramey presented an overview of the Master Plan process and explained that any future capital improvement projects would likely be paid by a combination of permanent improvement and/or bond issue property tax levies; funding from the Ohio Facilities Construction Commission; and private donations. Mr. Philo reviewed several preliminary design options and stressed the fact that doing nothing is not an option. The Oakwood school facilities are very old and in need of major upgrades. Dr. Ramey and Mr. Philo completed their briefing at 7 p.m. at which time Mayor Duncan thanked them for attending the meeting. The two gentlemen departed at that time.

Mayor Duncan reviewed the agenda for the regular session this evening. Thereafter, Mayor Duncan led a discussion on the following agenda items:

• COUNCIL COMMITTEES
o Court Liaison, Mrs. Hilton
➢ Court Security Equipment: Mr. Klopsch reported that the Court recently purchased new security equipment to be placed at the entrance to the Council Chambers/Court Room. The 2018 Budget included $34,000 for this purchase.
o Finance, Vice Mayor Byington
➢ 2018 Budget: Mr. Klopsch noted that all work is completed on the 2018 Budget and the document was e-mailed to all citizens of the Budget Review Committee, and is now posted to the City website.
o Planning & Zoning, Vice Mayor Byington
➢ Element Oakwood: Mr. Klopsch mentioned that preliminary site work is underway at the Element Oakwood Condominium Development.
➢ Russell Wealth Management Building: Mr. Klopsch noted that preliminary site work will soon begin at the Sugar Camp site where the new Russell Wealth Management office building is proposed.
o Public Properties, Mr. Epley
➢ Shafor Park Tennis Facility: Mr. Klopsch provided an update on the status of detailed design for the new 5-court tennis facility, including 25-space parking lot. The project is scheduled to be bid in late March, and construction is expected take place from April through July.
➢ City Building and OCC HVAC: Mr. Klopsch noted that the 2018 Budget includes $190,000 to replace major air conditioning systems at the city building and at the Oakwood Community Center. The project plans are nearly completed and will soon be released for public bid.
