MINUTES OF COMBINED COMMISSION WORKING & REGULAR SESSION
MEETING HELD MONDAY, MAY 05, 2025, BEGINNING AT 9:00 A.M. IN
DUCHESNE, UTAH
Present –

Commissioner Greg Miles, Commissioner Jeff Chugg, Commissioner Tracy Killian, Deputy Attorney Tyler Allred, Public Works Director Mike Casper, Public Works Deputy Director Clint Curtis, Economic Development Director Deborah Herron, Human Resource Director Judy Stevenson, Deputy Clerk-Auditor Lexie Clayburn, Treasurer Stephen Potter, Building & Grounds Director Shane Jenkins, Human Resource Generalist Tommi Mascaro, Human Resource Payroll & Benefits Administrator Jamie Park, Duchesne County Residents Stan Larson and Kathryn Larson, Victim’s Advocate Bridgitte Townsend, Attorney Office Manager Elaine Despain, and Commission Executive Assistant Melissa Hughes is taking the meeting minutes.

Chairman Miles welcomed everyone to the meeting.

Open & Award the Administration Building Remodel Bids
(9:01 a.m.)

The Commissioners opened the two bids received for the Administration Building remodel.

  • Tushar Contracting, Inc.
    • Preconstruction Fee / Design Fee = $159,750.00
    • General Conditions Fee = $179,950.00
    • Construction Management Fee = 12.0% of Actual Construction Costs
  • BHI
    • Grand Total Including Soft Costs = $1,744,393.00

Building & Grounds Director Shane Jenkins explained the evaluation criteria and percentages on which the bids would be scored.

  • Technical Approach (20%) – Feasibility and innovation of the design-build approach.
  • Experience & Qualifications (20%) – Relevant past performance and expertise.
  • Project Schedule (15%) – Ability to meet deadlines and minimize disruption.
  • Cost Proposal (30%) – Overall cost competitiveness and value for money.
  • Local Preference (15%) – Adherence to bid requirements and completeness of submission.

The parties will take time to review and score the bids. The award for the Administration Building remodel will be announced next Monday, May 12th.

Public Works Update
(9:09 a.m.)

Public Works Director Mike Casper updated the public on existing projects and upcoming work. They have completed another lift on the new building site. They are about done with the clay layers and will then move to the crushed onsite material. The portable crusher will be moved to another location in Duchesne and then to Fruitland. They have replaced culverts in Talmage; the zipping will start tomorrow, followed by paving. The Nelson crew should pave CR 29 next week.

Discussion & Consideration of Approach Permits
(9:13 a.m.)

Public Works Deputy Director Clint Curtis presented two approach permits. He explained the location for both residential permits. The parties discussed the requests. Commissioner Chugg made a motion to approve the approach permits with the condition that they talk to the ditch company. Commissioner Killian seconded the motion. Commissioner Chugg voted aye, Commissioner Killian voted aye, and Commissioner Miles voted aye. The motion passed.
