David Woods, 3230 Lakeview Avenue, spoke about unresolved issues with a local hospital relating to an inquired family member.
Jeremy Gwinnup, 447 Volusia Avenue, shared frustrations with student housing on Irving Avenue. He asked the City to help balance relations with the residents and University of Dayton (UD) students.
Roger Smith, 451 Volusia Avenue, also expressed frustration with the student housing on Irving Avenue and asked the City to address ongoing sanitation and disorderly conduct incidents.
James Haney, 508 Irving Avenue, underestimated having UD students as neighbors when he purchased his house. He asked that the zoning codes be enforced.
Dennis Collinson, 508 Irving Avenue, also shared concerns with the student housing on Irving Avenue. He asked that the same level of code enforcement apply to the students as it does to the residents.
Valerie Smith, 451 Volusia Avenue, commented on how UD students on Irving Avenue disturb the community and how the city zoning codes are not enforced.
Sarah Gwinnup, 447 Volusia, shared recent incidents on Irving Avenue over the St. Patrick’s Day holiday and how there was not enough local police presence. She expressed frustration that the residents are held accountable for property maintenance, not the students. She asked the City to help maintain the rentals and address the code enforcement issues.
Mr. Stephens thanked everyone for their comments and encouraged them to report all incidents to the Oakwood Public Safety Department or the Oakwood Zoning Department. He explained that many things are out of the City’s control and can only be addressed if reported.
James Haney asked about Oakwood Zoning Code Section 409 – Residential Group Rentals.
Mr. Jacques explained that Section 409 of the Oakwood Zoning Code was adopted to clarify the rules of what constitutes a family because it is legally unconstitutional to identify a family with a fixed number. He explained that some violations can only be addressed if they are reported to the Oakwood Zoning Department and urged residents to report any violations.
Mr. Haney asked if rental leases are registered with the City.
Mr. Jacques answered no and explained that the property owner is required to complete a rental inspection and provide the names and contacts of the tenants.
Mayor Duncan shared that the City has been dealing with this issue for a long time. He encouraged UD officials to take further steps to address the student housing challenges on Irving Avenue.
LEGISLATION
AN ORDINANCE DETERMINING TO PROCEED WITH THE IMPROVEMENT OF CERTAIN STREETS BETWEEN CERTAIN TERMINI IN THE CITY OF OAKWOOD, OHIO, BY LIGHTING THE SAME WITH ELECTRICITY.
A copy of the ordinance, having been placed on the desks of each member of Council prior to introduction, was read by title.
Mr. Stephens explained that this is an annual ordinance that is the second step of the 2026 street lighting program. It is the ordinance that authorizes the city to proceed with the project.
Thereupon, it was moved by Mr. Stephens and seconded by Mrs. Turben that the ordinance be passed.
