OAKWOOD CITY COUNCIL WORK SESSION

JANUARY 2, 2018

The Council of the city of Oakwood, Ohio, met in a work session on Tuesday, January 2, 2018 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan began the work session at 6:30 p.m. with an executive session for personnel matters. Mayor Duncan concluded the executive session at 6:47 p.m. at which time Council moved to work session.

Mayor Duncan led a discussion on the following agenda items:

  • REVIEW OF REGULAR MEETING AGENDA
    • Mayor and Vice Mayor Election: Mayor Duncan noted that the regular session this evening will begin with the bi-annual organization meeting and will start with a swear-in ceremony for re-elected council members Anne Hilton and Rob Stephens. Thereafter, City Manager Klopsch will call for a motion for nomination for the positions of mayor and vice mayor.
  • STATUS REPORTS: The following four items are scheduled during the status report portion of the regular session this evening:
    • Captain Promotion: Mayor Duncan mentioned that a ceremony will be held this evening to promote Lieutenant Kevin Pruszynski to the rank of captain.
    • Recognition of Crew #1 Lifesaving Actions: Mr. Klopsch noted that Chief Alan Hill will publicly recognize Crew #1 for the lifesaving actions they took at the November 6, 2017 council meeting.
    • Council Committee Assignments: Mayor Duncan stated that he will ask Council for a vote to confirm council committee assignments for the 2018 and 2019 calendar years. Those assignments will match the assignments for the previous two years except that Mr. Epley and Mr. Stephens will switch roles on the MVCC Board. Mr. Stephens will be the primary member and Mr. Epley the alternate.
    • Citizen Committee Appointments: Mayor Duncan reviewed a set of citizen committee appointment that he will present to Council for approval at the regular session this evening.
  • VISITORS
    • Holiday Decorating Awards: Mayor Duncan noted that Oakwood residents Nancy Drozd and Jane Lieberth will attend the regular session this evening and assist him in recognizing the winners of the 2017 home holiday decorating awards.
  • LEGISLATION: Council discussed the following two items of legislation on the regular session agenda this evening:
    • A Resolution to recognize Jay Weiskircher.
    • An Ordinance to approve an Income Tax Credit Reduction Factor.
