  • Finance, Vice Mayor Byington
    • 3.75 Mill Property Tax Issue: Mr. Klopsch mentioned that the 3.75 mill property tax issue expires at the end of 2018. Staff is recommending that this issue be included on the November 2018 ballot for a renewal. This matter will be discussed with the citizen Budget Review Committee at the spring meeting.
  • Public Utilities/Waterworks/Sewer, Mr. Epley
    • Oakwood Schools Facilities Plan: Mr. Klopsch provided a brief update on the Oakwood Schools Facilities Plan project and discussed possible facility improvements at Smith School and potentially on city property adjacent to Smith School. Mr. Klopsch will provide additional information about this proposal, and several other proposals under consideration. This will be done at a future work session.
    • Shafor Park Tennis Facility: Mr. Klopsch noted that staff is proceeding with plan preparation for a five court tennis facility adjacent to the Oakwood Community Center at Shafor Park. That facility will include a 25 space parking lot to serve the tennis courts, OCC, Gardner Pool and Shafor Park.
    • Orchardly Park Veterans Recognition Project: Mr. Klopsch reported that staff will continue to work with the Oakwood Girl Scout Troop interested in establishing a small Veterans recognition monument at Orchardly Park.
• REGIONAL AGENCIES
  • MVCC, Mr. Epley
    • 2018 Board Appointments: Council confirmed that Mr. Stephens will serve as the MVCC Board Member, with Mr. Epley as alternate.
  • MVRPC, Vice Mayor Byington
    • 2018 Board and Committee Appointments: Council confirmed that the 2016/2017 MVRPC board appointments will be renewed for 2018/2019.
  • First Suburbs, Vice Mayor Byington
    • 2018 Board Appointments: Council confirmed that Vice Mayor Byington and Mr. Klopsch will remain the primary members of the First Suburbs Consortium of Greater Dayton.
• MISCELLANEOUS
  • Oakwood Scene Newsletter and Annual Report: Mr. Klopsch commented that the city will use Creative Impressions to prepare the 2018 Oakwood Scene newsletters and the 2017 Annual Report. These items were prepared by Cox Media over the last few years. Cox Media recently raised their costs significantly which prompted this change.
  • Newly Elected Officials Program: Mr. Klopsch noted that MVCC will conduct a seminar from 8 – 4 p.m. on February 7. While it is designed to educate newly elected officials on job responsibilities, it is open to all elected officials.

There being no other business, Mayor Duncan adjourned the work session at 7:20 p.m. and Council moved to regular session.
