MINUTES

The Council of the city of Oakwood, Ohio, met in a work session on Monday, February 28, 2022 in the second-floor training room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens and Councilmember Anne Hilton. Councilmember Leigh Turben was excused absent. Staff in attendance was City Manager Norbert Klopsch. Personnel and Properties Director Jennifer Wilder also attended the first portion of the meeting.

Mayor Duncan called the meeting to order at 5 p.m. and led the work session by discussing the following items:

• COUNCIL COMMITTEES
  • Planning & Zoning, Vice Mayor Byington
    • Point Broadband Project: Mr. Klopsch and Mrs. Wilder discussed the pending Point Broadband Fiber Optic project and how the existing city codes will be enforced to manage and control utility installation work in the public rights-of-way. Point Broadband plans to install a city-wide fiber optic network to offer internet and telecommunications services to all areas of Oakwood. Point Broadband is still in the project planning phase and has not yet submitted the documents necessary to receive approval to begin work. Vice Mayor Byington asked that staff verify the degree to which the code provides authority for the city to direct where and how utilities are installed in the rights-of-way.
  • Public Properties, Mrs. Turben
    • Recycling Containers: Mr. Klopsch mentioned that staff is researching options for pursuing a grant from the Oakwood Rotary Club for purchase of recycling containers to be placed in the Far Hills Avenue and Park Avenue Business Districts.
  • Public Utilities/Waterworks/Sewer, Mrs. Turben
    • Far Hills Storm Sewer Project: Mr. Klopsch shared that staff is meeting with engineers from LJB this week to discuss the start of design work. Engineering work will take place between March and October for a replacement storm sewer system crossing Far Hills Avenue at Greenmount Boulevard; on Dellwood Avenue from Far Hills to East Schantz; on Forrer Boulevard from Far Hills to East Schantz; and on Devereux Drive north of Forrer Road. Design plans will be completed in 2022 with construction of the storm sewer replacement in 2023. The city recently sent letters to 129 property owners in the project areas with information about the upcoming field survey and engineering work. So far, only one property owner responded with questions.
  • Safety & Traffic, Mr. Stephens
    • Emergency Management Services Agreement: Mr. Klopsch shared that there will be a resolution on the March 7 regular session agenda to authorize the continuance of the countywide coordinated program through the Office of Emergency Management.
