OAKWOOD CITY COUNCIL WORK SESSION

AUGUST 5, 2019

The Council of the city of Oakwood, Ohio, met in a work session on Monday, August 5, 2019 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques. Also attending was Jennifer Wilder, Director of Personnel and Properties.

Mayor Duncan called the meeting to order at 6:00 p.m. and began by reviewing the agenda for the regular session this evening. Thereafter, Mayor Duncan led a discussion on the following work session agenda items:

  • STATUS REPORTS: Mayor Duncan noted that he will present the following two proclamations during status reports at the regular session this evening:
    • Proclamation recognizing September as “Prostate Cancer Awareness Month”.
    • Proclamation recognizing September as “National Suicide Prevention Awareness Month”.
  • VISITORS: Mayor Duncan mentioned that he expects several visitors to attend the regular session this evening to comment on the short-term rental legislation. He will invite these visitors to make their public comments during the legislative part of the meeting, rather than the visitors portion.
  • LEGISLATION: City Council discussed the following items of legislation scheduled for the regular session agenda this evening:
    • A Resolution and Public Hearing to review a request submitted by Hills Developers, Inc. for an amendment to the Sugar Camp/Pointe Oakwood master plan relating to signage for Element Oakwood, Mayor Duncan
    • An Ordinance establishing regulations to prohibit the operations of short-term rentals, Vice Mayor Byington
    • A Resolution to continue participation in a multi-jurisdictional Hazard Mitigation Plan in conjunction with the Montgomery County Office of Emergency Management, Mayor Duncan
    • A Resolution to authorize and direct the Director of Finance to certify certain delinquent charges for cutting noxious weeds to the County Auditor for collection, Mr. Stephens
    • A Resolution to authorize the reallocation of the City’s inside millage property tax revenues, Vice Mayor Byington
    • A Resolution approving an isolation and quarantine policy for infectious diseases and other public health emergencies, Mayor Duncan
    • A Resolution approving the Montgomery County Solid Waste Agreement, Mr. Epley
