STAFF REPORT – PUBLIC SAFETY DEPARTMENT: Mr. Klopsch confirmed that Chief Alan Hill will give a staff briefing at the regular session this evening. His presentation will cover the following items: Irving Avenue Enforcement; Cases of Note; Joint Terrorism Task Force (JTTF) Recognition; DARE Program; Leash Law Update; PSAP Compliance; Citizen Police Academy; and the Assisting and Contributing to Oakwood Resident Needs (ACORN) Program.
COUNCIL COMMITTEES
Planning & Zoning, Vice Mayor Byington
Community Business (CB) District: Mr. Klopsch mentioned that staff received an inquiry from a business owner regarding opening a fitness center in the Far Hills Avenue Business District. This use is not permitted in the CB District. Mrs. Wilder provided some details about the fitness center use and confirmed that parking availability is staff’s major concern. Mr. Klopsch commented that the list of permitted uses under Section 702.2 of the Zoning Code will be reviewed by staff over the next few months with possible changes recommended. Any changes to the Zoning Code text would first need to be presented to the Planning Commission for a recommendation.
ESID and Property Assessed Clean Energy (PACE) Financing: Mrs. Wilder mentioned that representatives from the Beth Abraham Synagogue have approached city staff about options for using the ESID and PACE funding programs for some major HVAC improvement projects at Sugar Camp. The programs would require legislative actions by Oakwood. Additional details on this matter will be presented at the August 19 work session.
Public Properties, Mr. Epley
Storage Unit at 210 Shafor: Mr. Klopsch shared that staff is considering a proposal to construct a pole barn-type building at the Foell Public Works Center. A preliminary cost estimate is about $130,000. This pole barn would be used to store vehicles, equipment and other items used by Leisure Services. Those items are currently stored in the primary public works vehicle/equipment storage building where limited space is available.
Creager Parking Lot/Recycling Center: Mr. Klopsch mentioned that staff is considering options for modifying the Creager Field parking lot area to provide a separate space for the recycling center. Currently, the recycling center shares the same parking lot as the dog park. Mr. Klopsch will discuss this item along with the pole barn proposal in more detail at the August 19 work session.
Public Utilities/Waterworks/Sewer, Mr. Epley
Refuse Packers: Mr. Klopsch noted that staff is having difficulty finding a used refuse packer body to use in rebuilding an S-79, a 2008 refuse truck. If a suitable body cannot be located soon, staff will likely present a $300,000 budget request for the purchase of a new packer truck in 2020.
Safety & Traffic, Mr. Stephens
Electric Scooters: Mr. Klopsch mentioned that he recently learned that the city of Dayton will soon approve legislation authorizing a commercial scooter company to operate within Dayton city limits. This raises issues given that Oakwood prohibits the use of scooters. Mr. Jacques explained that the Public Safety Department is aware of this pending action by Dayton, and is prepared to strictly enforce scooter laws in Oakwood. Primary emphasis will be on education, followed by citations. Mr. Jacques also mentioned that the scooter companies likely have a means to warn scooter operators before they enter Oakwood.
