OAKWOOD CITY COUNCIL WORK SESSION

JULY 17, 2017

The Council of the city of Oakwood, Ohio, met in a work session on Monday, July 17, 2017 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens and Councilmember Anne Hilton. Excused absent was Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan called the meeting to order at 6:30 p.m. and began by reviewing the agenda for the regular session this evening. Thereafter, Mayor Duncan led a discussion on the following agenda items:

  • STATUS REPORTS
    • PSO Swear-In: Mayor Duncan noted that he will administer the Oath of Office this evening to new Public Safety Officer Kasey Ballinger.
    • 2018/19 State of Ohio Budget: Mayor Duncan mentioned that he will deliver a prepared statement at the regular session this evening regarding the recently approved Ohio biennial budget.
  • VISITORS
    • Phil Plummer, Montgomery County Sheriff: Mayor Duncan noted that Sheriff Phil Plummer will attend the regular session this evening and make a presentation on the opioid crisis.
  • LEGISLATION: Council discussed the following three items of legislation scheduled for the regular session this evening:
    • An Ordinance to appropriate funds for Schenck Park and for Court computer system upgrades, Vice Mayor Byington
    • A Resolution to accept a donation of property from Oakwood Investment Group, Mayor Duncan
    • A Resolution to authorize certification of delinquent charges for cutting noxious weeds, Mr. Stephens
  • STAFF REPORT: Mr. Klopsch noted that Assistant City Manager Jay Weiskircher will deliver a staff report at the regular session this evening.
  • COUNCIL COMMITTEES
    • Court Liaison, Mrs. Hilton
      • Court Computer System Upgrades: Mr. Klopsch and Mr. Jacques provided a brief update on the status of the Court Computer System Upgrade Project. The additional funds to be appropriated this evening are needed to complete this project. These additional costs are offset by a grant from the Ohio Supreme Court.
    • Finance, Vice Mayor Byington
      • 2018 Budget: Mr. Klopsch commented on progress made in developing a preliminary 2018 Capital Budget. That budget includes reconstructing the Shafor Park Tennis Courts. Councilmember Stephens noted that he supports the proposed tennis court improvements, but believes that Council should address the municipal income tax issue before approving this project.
