The August 12–13 flooding was an extraordinary event. Although the facility has been in service for decades, floodwaters had never previously reached or affected the site. During this event, rapidly rising water inundated the property and entered areas containing critical communications equipment and supporting infrastructure.

The resulting damage caused the complete operational loss of the site.
