The Sampson Avenue facility serves as an important component of Delaware County’s emergency communications infrastructure. Its equipment supports communications among:

• Emergency medical services
• Emergency management personnel
• Other public safety and emergency response agencies

Reliable communications are fundamental to the ability of these agencies to coordinate emergency response, protect first responders, and provide timely assistance to residents.

The August 12–13 flooding was an extraordinary event. Although the facility has been in service for decades, floodwaters had never previously reached or affected the site. During this event, rapidly rising water inundated the property and entered areas containing critical communications equipment and supporting infrastructure.

The resulting damage caused the complete operational loss of the site.
