OAKWOOD CITY COUNCIL WORK SESSION

FEBRUARY 6, 2023

The Council of the city of Oakwood, Ohio, met in a work session on Monday, February 6, 2023 in the second-floor meeting room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Leigh Turben. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan called the work session to order at 6:30 p.m. and reviewed the agenda for the regular session this evening. Thereafter, he led a discussion on the following agenda items:

  • STATUS REPORTS: Council discussed the following status reports that are scheduled for the regular session this evening:
    • 2023 State of the City Address: Mayor Duncan noted that he will deliver the 2023 Address at the regular session this evening.
    • Citizen Committee Appointments: Mayor Duncan mentioned that he will call for a vote at the regular session this evening to make several reappointments and appointments.
  • VISITORS: None scheduled.
  • LEGISLATION: Council discussed the following item of legislation scheduled for the regular session this evening:
    • A Resolution to approve the 2024 ODOT guardrail project on Far Hills Avenue, Mr. Stephens
    • A Resolution to approve the 2024 ODOT resurfacing project on Far Hills Avenue, Mr. Stephens
  • STAFF REPORT: Mr. Klopsch noted that Chief Hill will deliver a PowerPoint presentation at the regular session this evening.
  • AN OAKWOOD MOMENT: Mayor Duncan noted that there is no Oakwood Moment scheduled for the regular session this evening.
  • COUNCIL COMMITTEES
    • Finance, Vice Mayor Byington
      • 3.75 Mill Levy: Mr. Klopsch presented the proposed schedule of tasks/events in preparation for placing the 3.75 mill property tax levy on the November 7, 2023 ballot.
    • Public Utilities/Waterworks/Sewer, Mrs. Turben
      • Far Hills Storm Sewer: Mr. Klopsch reported that the city is nearly ready to bid the Far Hills Storm Sewer Replacement Project. The tentative bid opening date is March 23. A supplemental appropriation ordinance will be included on the April 3 council agenda. This is needed to provide the money that was not won through the Issue 2 State Capital Improvement Fund grant program.
