2023 Budget: Mr. Klopsch shared the timeline for preparing the 2023 budget and commented on proposed 2023 capital projects including the Far Hills Storm Sewer Reconstruction Project; asphalt roadway resurfacing; sidewalk, curb and driveway apron repairs; and a supplemental roadway deicing salt storage structure. Insomnia Cookies Appeal: Mr. Klopsch shared that the public hearing for Insomnia Cookies appeal is scheduled for the August 1 council meeting. At their May 4 meeting, the Planning Commission approved the application from Insomnia Cookies with the condition that the operating hours are extended until 10 p.m. on Friday and Saturday evenings only. Insomnia Cookies is seeking hours later than 10 p.m., and on other nights of the week. Mr. Jacques reviewed the procedures for introducing the agenda item, presenting the issue, conducting the public hearing and deliberations leading to a council decision on the appeal.

Orchardly Tennis and Pickleball Courts: The new pickleball court is scheduled for a grand opening on Tuesday, July 26. The ribbon cutting is set for 11 a.m. that day.

PFAS Non-binding Health Advisory: Mr. Klopsch commented on the recent announcement that the USEPA has issued a non-binding health advisory in regard to PFAS chemicals in drinking water. Actual rules and regulations on PFAS chemicals may be issued by the USEPA later this year. Ohio EPA testing of Oakwood water in September 2020 showed that PFAS chemicals were non-detectable.

Far Hill Storm Sewer Reconstruction: Mr. Klopsch reported that construction plans are being completed and construction of the new storm sewer is planned to begin in late 2022 and continue to 2023. The existing storm sewer system in the Dellwood, Greenmount, Forrer and Devereux area is reaching the end of its useful life. Mr. Klopsch reviewed a drawing of the area showing trees that will need to be removed to accommodate construction of the new sewer. Mr. Stephens questioned whether the new sewer needed to be constructed diagonally across the city-owned property at 1313 Far Hills, or whether it could be built along the property line so that 1313 Far Hills could accommodate the construction of a new home. Mr. Klopsch explained that the design engineers selected the diagonal route based on the location of other existing utilities, but that he would ask them to take another look at the route along the property line.
Hydraulic Model for Water System: Mr. Klopsch reported that engineers at Fishbeck have began building the hydraulic model. Work should be done late this year. The model will be used to develop a long range plan for water system improvements.
GIS System: Mr. Klopsch reported that staff continues work on building the GIS system and recently contracted with the city of Kettering for technical assistance.
