OAKWOOD CITY COUNCIL WORK SESSION

JULY 16, 2018

The Council of the city of Oakwood, Ohio, met in a work session on Monday, July 16, 2018 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan called the meeting to order at 6:30 p.m. and began by reviewing the agenda for the regular session this evening. Thereafter, Mayor Duncan led a discussion on the following agenda items:

  • STATUS REPORTS: Mayor Duncan noted that there were no scheduled status reports for the regular session this evening.
  • VISITORS:
    • Montgomery County Recorder's Office, Recorder Brandon McClain: Mayor Duncan stated that Recorder Brandon McClain will speak to Council this evening about the new Fraud Alert Notification System. He will also discuss a new program aimed at issuing veteran identification cards to those who served our country in the military.
  • LEGISLATION: Council discussed the following legislation on the regular session agenda this evening:
    • An Ordinance and public hearing to consider proposed Zoning Code amendments intended to update the variance standards, Vice Mayor Byington
    • An Ordinance to consider proposed Zoning Code amendments intended to clarify certain definitions pertaining to single family residential uses and to adopt regulations pertaining to residential group rentals, Vice Mayor Byington
    • An Ordinance to establish procedures and standards for the operation of mobile food trucks, Vice Mayor Byington
    • An Ordinance to amend existing Section 725.01, Street Sales Prohibited Except in Business Districts, of the Oakwood Business Regulation Code, Vice Mayor Byington
    • An Ordinance to place the 3.75 mill renewal tax levy on the November 6, 2018 ballot, Vice Mayor Byington
  • STAFF REPORT: Mr. Klopsch noted that Jennifer Wilder, Director of Personnel and Properties, will deliver her first staff report to Council this evening.
  • COUNCIL COMMITTEES
    • Planning & Zoning, Vice Mayor Byington
      • Medical Marijuana: Mr. Klopsch mentioned that he will stop distributing to Council all Dayton Daily News articles on medical marijuana. It now appears that the state-wide program will be up and running within the next few months and that most area jurisdictions have decided how to address medical marijuana in their communities.
