OAKWOOD CITY COUNCIL WORK SESSION

DECEMBER 9, 2019

The Council of the city of Oakwood, Ohio, met in a work session on Monday, December 9, 2019 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided.

The meeting began at 6:00 p.m. and Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens and Councilmember Anne Hilton. Councilmember Chris Epley joined the meeting at 6:45 p.m. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques. Also attending for the review of the regular session agenda, and the executive session, was Chief Alan Hill, Director of Public Safety.

Mayor Duncan called the meeting to order at 6:00 p.m. and began the meeting by reviewing the agenda for the regular session this evening. At 6:43 p.m., Council moved to executive session for conference with attorney and personnel matters. At 6:55 p.m., Mayor Duncan concluded the executive session and Council moved to work session for a discussion on the following items:

  • STATUS REPORTS:
    • Report from Citizen Budget Review Committee: Mr. Klopsch noted that Chair Dave Dickerson and Vice Chair Bill Frapwell will attend the regular session this evening to comment on the BRC's work and will present the BRC's endorsement of the 2020 Budget, and the $3 increase in stormwater fees.
    • Honoring Detective Jorge Del Rio: Mr. Klopsch reported that a video will be played during the regular session honoring Detective Del Rio. After the video, Chief Hill will speak about Detective Del Rio.
    • Message from Principal Tim Badenhop: Mayor Duncan shared that he will read a letter from Principal Tim Badenhop recognizing the Oakwood Public Safety Department.
    • PSO Swear-in: Mr. Klopsch noted that new Public Safety Officer Kyle Sewert will attend the regular session this evening for the Oath of Office.
    • Citizens Police Academy (CPA): Mr. Stephens shared that he will read a letter from Healy Jackson sharing her experiences about the Citizens Police Academy. Chief Hill will then comment on the 2019 CPA class.
    • Traffic Enforcement: Mayor Duncan noted that he will read a letter from Rabbi Nochum Mangel, Executive Director of the Chabad of Greater Dayton, and will then present Council's response to the ABLE report on traffic enforcement in Oakwood.
  • VISITORS: Mayor Duncan noted that while there are no visitors scheduled to speak at the regular session, there will likely be individuals wishing to comment on policing and diversity in Oakwood.
  • LEGISLATION: City Council discussed the following items of legislation scheduled for the regular session agenda this evening:
    • An Ordinance to approve updates to the Traffic and General Offenses Codes, Mr. Stephens
    • An Ordinance to increase the stormwater fee, Mr. Epley
    • An Ordinance to approve the 2020 Budget, Vice Mayor Byington
    • An Ordinance to amend the personnel schedule, Vice Mayor Byington
    • An Ordinance to amend compensation rates for Oakwood Court, Vice Mayor Byington
    • A Resolution authorizing a ten-year ED/GE Agreement, Mr. Stephens
    • An Ordinance to amend Section 147.03, Depositories, of the Administrative Code, Vice Mayor Byington
