REGULAR DRAINAGE MEETING FEBRUARY 11, 2026

President, William Whitehead, called the meeting to order. Members present at the meeting were the following:

All board members appointed on January 5, 2026 for 1 year.

President, William Whitehead, opened the meeting by welcoming the audience and inviting them to participate in the pledge of allegiance.

APPROVAL OF MINUTES:

Mr. Whitehead entertained a motion for the approval of the January 14, 2026 Drainage Board Meeting Minutes. Mr. Hamilton moved for approval with corrections. Motion seconded by Mr. Christy. Motion passed 5-0.

TABLED BUSINESS: Lochmueller Task Order No. 1

Mr. Hamilton moved to remove tabled business. Motion seconded by Ms. Riggin. Motion passed 5-0.

Mr. Hamilton moved for approval of the Lochmueller Task Order No. 1. Motion seconded by Mr. Christy. Motion passed 5-0.

Angie Moyer, Project Manager, Lochmueller Group, I also have my senior engineer here with me, Erin Winger, and my area manager, Anthony Goodnight. I thought I'd just summarize our task order and then, answer any questions you may have. This is an hourly task order not to exceed $49,200. The scope of services that will be included are a kickoff meeting including a site visit, reviewing existing data, delineate drainage areas, estimate potential flow for the area, prepare hydraulic modeling, develop two alternatives, including exhibits, preliminary estimates, hydraulic modeling for alternatives. Identify potential utility conflicts, prepare drainage reconstruction report, identify potential environmental impacts, and summarize permitting requirements. This will also include a topographical survey. Mr. Borchers asked when you delineate the area of the watershed or of the small ditch as it is now, that can potentially be a larger area than what we have on this map that you gave us. Is that correct? Erin Winger stated yes, that's absolutely going to be a bigger area. It's going to be a couple squaremiles of area. Mr. Christy, what's Lochmueller's role during construction? Erin Winger stated this task order doesn't include any services, but we can provide whatever services you want at that time. Ms. Riggin asked how many days or months you think it might take?
