Moving Attorney Pay Series from 100 to 300

Mr. Brooke stated when we were appointed the attorney for the drainage board, we noted that when the budget was adopted for the drainage board for 2026 that the salary for the attorney was placed in the 100-payroll part. For our purposes we really think it should be moved to the 300 series which is contractual services under the budget. We would make a request to save the county some money and not have to pay payroll taxes to ask council for a transfer of the funds for the Delaware County Drainage Board attorney from the 100 series to the 300. We think that's a better place for this to be in the first place. Mr. Hamilton, Mr. Brooke, do we need a motion to make that change? Mr. Brooke, yes. Mr. Hamilton moved for approval. Motion passed 5-0. Mr. Borchers stated we will get that taken care of for you. Mr. Brookes stated what will happen is you'll need to make a transfer request to the council at their next meeting. I don't think since it's not dealing with new money. It doesn't have to be advertised. It’s just is a transfer request.

Abe McConnell Reconstruction

Joe Miller, Banning Engineering, Plainfield, Indiana, approached and stated I appreciate the opportunity to talk to you today. We've got existing conditions analysis of the Abe McConnell completed. We've been on site and walked the whole length of it and we've got three draft alternatives right now. We'd like to meet with staff, go over those, see if they have any tweaks, modifications they'd like to make to those. Also, it would be a good opportunity to get some kind of local pricing that you guys have for some drain tile costs. They vary pretty significant when you go to different counties, so it'd be nice to have some idea when we're putting together the estimates. We've got a ballpark figure for all those things. It’s a challenging issue and it looks like it's tried to be addressed a couple times already to varying degrees of success. That's kind of where we're at right now. We need to set something up with Tom and move forward. Maybe by the next board meeting you guys can have a full report recommendation on moving forward and what that process looks like. Mr. Hamilton stated there are two claims on the Abe McConnell ditch by Joe Schneider. I talked to Joe about those. Both of those repairs were for existing clay and concrete tile that was part of the 1973 and then the 2009 reconstructions. Those reconstructions were not properly designed or installed. This has resulted in water continuing to flow through these existing drains and this is one of many claims that we've had to fix. By hiring an engineering group such as Lochmueller or Banning to do this design work. My hope is that we avoid further complications created by improper design and installation of new reconstructions. Mr. Christy asked did you say you had an approximate number for the job? Mr. Miller stated I want to talk with staff, make sure we've got it lined out and everything encompassed. It's a challenging area. There are three different regulated drains.
