OAKWOOD CITY COUNCIL WORK SESSION

MARCH 6, 2023

The Council of the city of Oakwood, Ohio, met in a work session on Monday, March 6, 2023 in the second-floor meeting room at the city building, 30 Park Avenue. The Vice Mayor of the City, Steve Byington, presided.

Council members in attendance were Mayor William Duncan via remote teleconference, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Leigh Turben. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Vice Mayor Byington called the work session to order at 6:30 p.m. Mr. Klopsch reviewed the agenda for the regular session this evening. Thereafter, he led a discussion on the following agenda items:

  • STATUS REPORTS: Council discussed the following status report that is scheduled for the regular session this evening:
    • Citizen Committee Appointments: Vice Mayor Byington mentioned that he will call for a vote at the regular session this evening to make several reappointments and an appointment.
  • VISITORS:
    • Chief Customer and Business Development Officer Brandon Policicchio, RTA: Mr. Klopsch noted that Brandon Policicchio will make a presentation about services RTA provides to Oakwood and the region.
  • LEGISLATION: Council discussed the following items of legislation scheduled for the regular session this evening:
    • A Resolution of Necessity for 2024 Street Lighting Program, Mr. Stephens
    • An Ordinance to Proceed with the 2024 Street Lighting Program, Mr. Stephens
    • A Resolution of Necessity for 2023 Sidewalk Repair Program, Mr. Stephens
    • An Ordinance to Proceed with the 2023 Sidewalk Repair Program, Mr. Stephens
  • STAFF REPORT: Mr. Klopsch noted that Personnel and Properties Director Jennifer Wilder will deliver a PowerPoint presentation at the regular session this evening.
  • COUNCIL COMMITTEES
    • Planning & Zoning, Vice Mayor Byington
      • Business District Uses: Not discussed.
    • Public Properties, Mrs. Turben
      • Hollinger Tennis Center: Mr. Klopsch shared that Hollinger now has a 501(c)3 designation from the IRS.
    • Safety & Traffic, Mr. Stephens
      • Dogs and Leash Law: Mr. Jacques reported on a dog incident near Harman School where a student was injured.
      • Red Light Violations: Mr. Klopsch noted that he has observed some red light violations in Oakwood and the Dayton region. The Oakwood Public Safety Department is monitoring the situation.
