MINUTES

The Council of the city of Oakwood, Ohio, met in a work session at 5:00 p.m. on Monday, November 16, 2020 in the second floor training room of the city of Oakwood, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques. Chief Alan Hill joined the meeting for the executive session for personnel matters and conference with attorney.

Mayor Duncan called the meeting to order at 5 p.m. and began with an executive session for personnel matters and conference with attorney.

At 5:45 p.m., Mayor Duncan concluded the executive session for personnel matters and for conference with attorney, and Council moved to work session. Chief Hill departed the meeting.

Mayor Duncan then led a discussion on the following agenda items:

  • Public Properties, Mr. Epley
    • W. Schantz & Far Hills Property: Mr. Jacques reported that he had recently communicated with the attorney representing the Oakwood Investment Group (OIG) regarding preliminary plans to enhance the property at the northwest corner of W. Schantz Avenue and Far Hills Avenue. The discussion included consideration of re-platting the property to create an additional buildable lot. The OIG attorney expressed concern regarding the replat idea.
    • Orchardly Park Tennis and Pickleball Courts: Mr. Klopsch noted that the 2021 budget will include money to seal and recoat the two tennis courts at Orchardly Park. The Leisure Services staff is considering converting one of the tennis courts into a pickleball court. They believe that two or possibly three pickleball courts can be constructed on a tennis court.
    • Wright Library Improvements: Mr. Klopsch commented on work underway to make interior and exterior improvements to Wright Library. Mr. Jacques noted that there is a lease in place that permits the Library to operate on the city-owned land. City staff is working with Wright Library staff to modify the lease agreement to accommodate the pending improvements.
    • Irving Field: Mr. Klopsch noted that Public Works and Leisure Services staff will be completing significant tree and brush removal around the perimeter of Irving Field this winter. Given that there is currently limited usage of Irving Field, staff is beginning to consider options for improvements consistent with the 2010 Athletic and Recreation Master Plan.
